At Saipem, your expertise helps shape the future globally for environmental sustainability.\nProject: Various Onshore\nJob Title: Commissioning Manager \nLocation: Qatar\nJob Description: \nMission\nEnsure the execution of the head office activities concerning pre-commissioning, commissioning, start up, test run, training, maintenance engineering, operation and handing over of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.\nEnsure compliance of the site activities for which is responsible with the established process and HSE requirements, while respecting the relative time and cost targets.\nHave overall responsibility and accountability for the efficient Commissioning/Operations/Maintenance. \nTasks\nCommissioning and Start-up phase:\nEnsure HSE procedures required for each activities/work phases are available and applied\nContribute to Safety Walkdowns. In case of incidents contribute to investigations\nParticipate to Pre Start-up Safety Reviews (PSSR)\nIssue Pre-Comm, Comm and Start-up progress reports\nManage Pre-Comm, Comm, Start-up & Oper activities, coordinating different parties\nEnsure respect of schedule/budget, either during home office activity or at site\nParticipate to risk/opportunity meetings\nResponsible for competency assurance/development of team\nParticipate to plant handover process including preparation of Comm Dossiers\nEnsure transferring of the lesson learned to home officeOperation Phase:\nResponsible/Accountable for Prod Safe/efficient operations\nMaintain Client relationships\nImplement/maintain SMS, a Planned Maint System on Prod Equip according to Company SMS\nArrange through Company for periodic internal/external SMS audits\nEnsure classification/statutory surveys are planned/conducted\nEnsure that the project under requirements of the national, international Laws (Classification society, IMO, Solas, ISPS code, MARPOL etc.) comply with the relevant regulation\nEnsure proper verification by the ISM overriding authority onboard of the vessels on the works relating to and affecting safety and pollution prevention\nConsult with/advise Client on operating costs. Responsible for operating costs recovery\nPrepare/obtain annual approval for local operating budgets. Review monthly financial forecasts/local expenses, take corrective action when potential budget overruns are identified\nMaintain continuous review of performance of Prod Equip and take corrective actions where performance falls below required/agreed standards\nReview/appraisal of staff perform\nObtain all necessary technical/professional support for Operations in liaison with BL functions, Client, Local technical support, Consultants, Manufacturers, Vendors, Contractors\nSupervise performances of all Local subcontractors/Local agents\nSupervise all materials/personnel logistics related to prod equip operations\nPeriodically review sub-contracts suppliers/sub-contractor performances\nManage/approve subcontracting of local staff according to Company procedures\nParticipate in definition/approval of office/vessel manning, staff remuneration and service conditions\nCoordinate/support Prod Facilities emergency situations together with corporate dept/Client\nSupervise compliance with class rules and flag regulationsPre-Operation Phase:\nSupport HSE Mgr for the preparation of HSE plan/procedures\nPrepare the Pre-comm, Comm and Start-up Plan\nReview contractual documentation/contributes to identify project risks & opportunities\nReview test run procedure and operating manuals\nDefine the procedure for mechanical, electrical & process isolation control\nDefines Comm sequences and priorities to guide the project towards completion\nSupport project for the schedule preparation and follow-up\nPrepare Licensor/Vendors schedule and assignment concerning the Comm Start-up and Test run activities\nSupport project for the preparation of the subcontracting plan, prepare the technical specifications for subcontracting activities in its own responsibility\nEnsure Prod Facilities are suitable for practical/safe operation, maintenance/repair in line with Saipem procedures\nLiaise with the HR for appropriate execution of crew phase-in and crew training\nEnsure necessary materials for safe/efficient operation of unit are on board and in good order prior to comm.
