In this role, the incumbent will demonstrate a high level of accountability, skill and understanding relating to the application of a variety of procurement applications, processes, standards and procedures (CCDC), including “best value” competitive bidding and negotiation.\nThis position will ensure all procurement activity being performed is in accordance with SAIT and applicable government procurement regulations, guidelines and procedures. The incumbent will work closely with operations and project managers to promote and maintain a high level of communication and liaison with Facilities Management and with the external construction supplier community.\nIn order to be successful in this role, the selected incumbent must possess the ability to understand and incorporate technology and internal control processes with business practices. Knowledge of the construction industry and materials to understand the overall picture, demonstrate skills and abilities in construction contracts execution, project phases and lifecycle, and general facilities development is crucial. Excellent computer system and relationship building skills, and a strong understanding of procurement, internal controls and associated financial processes are required.\nPlease note: as part of the pre-employment screening process, the selected candidate will be required to successfully complete both a Criminal Record Check and a Credit Check.\nHow you'll contribute\nProcure a variety of supplies, services and equipment required for construction requirements of SAIT.\nCoordinate all daily procurement activities within construction and operations category.\nPrioritize and monitor workload, ensuring key contract deliverables and deadlines are met.\nIn cooperation with the client and in compliance with both SAIT and government requirements, coordinate the competitive bid process for major procurement initiatives.\nDevelop competitive bid documents and specifications to permit competitive bidding, issue Public Tender documents, including RFI, RFQ and RFPs.\nSpend Management: continually review spend history and trends in order to identify procurement and contract opportunities.\nContract Management: manage supply expenditure agreements to ensure contract compliance and efficiencies are achieved.\n Supplier Management: continually review existing supplier base and activity, seeking opportunities for supplier rationalization or strategic sourcing.\nLead and promote the implementation of and compliance with SAIT procurement process for construction requirements\nPromote Supply Management as an effective resource for addressing procurement and supply management issues across the organization.\nUtilize and maintain proficiency in Banner ERP, the Supply Management Contract Repository System, Alberta Purchasing Connection (APC) Electronic Tendering System, and other applicable procurement systems and tools. \nWhat you bring\nCollege Diploma or University Degree in a relevant field. \n5+ years of progressive experience in purchasing or supply chain management. \nDemonstrated experience in strategic sourcing, contract negotiation, and competitive bidding is preferred. \nSupply Chain Management Professional (SCMP) designation is preferred. \nCertified Supply Chain Professional (CSCP), Certified Planning and Inventory Management (CPIM), or Certified Purchasing Manager (CPM) designation is an asset. \nKnowledge of construction industry and materials, construction contracts execution (CCDC), and facilities project lifecycle is an asset.\nStrong understanding of procurement practices, internal controls, financial processes, and procurement technologies.\nExcellent communication and relationship-building skills, with the ability to collaborate effectively with internal stakeholders and the external contacts.","description_format":"text","description_chars":4329,"description_truncated":false,"requirements":{"experience_years_min":5,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":{"level":"bachelor","optional":false},"security_clearance":false,"languages":[]},"benefits":["Equity"],"hiring_locations":[],"hiring_excludes":[],"relocation_offered":false,"industries":["Education","Continuing Education","Corporate Trainings"],"lifecycle":[{"event":"open","at":"2026-09-24T23:36:56Z"}],"liveness":{"score":67,"band":"ok","label":"Likely open","p_open":1,"p_active":0.707,"p_room":0.945,"age_days":7,"expected_fill_days":14,"reasons":["conf:1","win:mid"],"computed_at":"2026-09-25T05:45:01Z"},"pay":{"stated_usd_annual":87568,"is_top_pay":false},"html_url":"https://alion.io/job/sait-construction-purchasing-specialist","json_url":"https://alion.io/job/sait-construction-purchasing-specialist.json","meta":{"generated_at":"2026-09-26T03:30:09Z","cache_seconds":300,"methodology":"https://alion.io/methodology","terms":"https://alion.io/terms","contact":"https://alion.io/contact","api":"https://alion.io/developers","usage":{"tier":"crawler","counted_by":"address","units_charged":1,"used_today":3724,"day_limit":5000,"remaining_today":1276,"minute_limit":60,"resets_at":"2026-09-27T00:00:00Z"}}}
