Extensive knowledge of life safety regulations, fire codes, and building codes. Knowledge of fire alarm systems, fire sprinkler systems and elevator troubleshooting and repairs. The equivalent combination of education, training and related work experience may be considered.\nSpecial Certifications and License:\nValid Driver’s License\nDesirable Knowledge, Skills and Abilities:\nThorough knowledge of the principles of organization and management.\nThorough knowledge of applicable laws, regulations and ordinances related to Facility operations.\nKnowledge of personnel policies and procedures.\nKnowledge and ability in the use of a calculator, computer and software applications.\nKnowledge of record-keeping procedures and practices.\nKnowledge of equipment maintenance and troubleshooting techniques.\nKnowledge of basic principles and practices of supervision, training, and personnel management.\nKnowledge of employee scheduling procedures.\nKnowledge of safety procedures, practices.\nKnowledge of complaints handling procedures.\nKnowledge of Microsoft Office Suite products Outlook and PowerPoint.\nConsiderable skill in orally communicating directions and instructions and performing mathematical computations.\nConsiderable skill in the use of Word and Excel for entering and analyzing data.\nSkilled in maintenance and the up keep of a facility.\nSkill in implementing effective safety enhancements and corrective actions various types of facilities.\nConsiderable ability to maintain accurate records; to work independently and in a group; ability to establish and maintain effective working relationships with other City departments, managers, supervisors, employees, trainees, and the public.\nAbility to log information and make mathematical computations quickly and accurately.\nAbility to maintain records and to prepare accurate reports and correspondence.\nAbility to work all shifts.\nAbility to direct the work of others if assigned or required.\nAbility to exercise initiative and sound judgment and to react with discretion under varying conditions.\nAbility to communicate effectively, verbally and in writing.\nAbility to delegate, manage, and supervise employees..\nAbility to deal with sensitive and stressful situations.\nAbility to prepare detailed written reports, recommendations, and oral presentations to the management regarding overall operational performance and deficiencies.\nAbility to establish and maintain effective and appropriate relationships with the public, City of Rock Hill departments, other Authorities, agencies and employees.\nAbility to order and maintain stock of parts and supplies.\nAbility to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software.\nAbility to prepare oral and/or written reports regarding departmental operations.\nAbility to deal with people beyond giving and receiving instructions. The incumbent must be present at work to perform the essential functions of this job\nEssential Job Functions:\nCoordinates and manages City-wide projects with an emphasis on maintaining effective and efficient procedures to the City's customer information system and other special projects as assigned.\nCoordinates and supervises the work of employees in these divisions.\nOversees the general maintenance and upkeep of buildings, grounds and equipment.\nMaintains electrical, plumbing, mechanical, custodial, cemetery and parking operations.\nSupervise daily operations of the Building Maintenance Division, the Custodial Division, the Cemetery Division, and the Parking Division.\nOrganizes the electrical and construction needs for multiple events.\nSupervises all roof Projects, HVAC, elevator, fire protection systems, inspections and maintenance for City-owned buildings.\nEnsures local, state and federal laws, ordinances, codes and rules are maintained.\nResponsible for all life safety equipment including elevators, fire suppression systems and fire alarm systems.\nResponsible for making budget recommendations for replacement or repairs at all city facilities including structural, electrical, plumbing, mechanical, and HVAC equipment. Works closely with Asset Manager on replacement schedules.\nBudget preparation and management.\nManage various construction and engineering projects of varying complexity to ensure timely and within budget completion\nOversees contractors involved in facility projects and delivery of services\nServes as the emergency contact for fire, security, elevator and alarm companies.\nMaintains 10 year capital improvement plan for all city facilities in conjunction with Asset Manager.\nPerforms all other duties as may be assigned to meet organizational needs.\nThis Notice is not intended to be an all-inclusive list of duties, knowledge, skills and abilities required to do the job.
