Operating at SFIA Level 5, this role requires an experienced analyst capable of working autonomously in a complex, multi-stakeholder public sector environment and producing high-quality analytical outputs that directly inform decision-making.\nKey Responsibilities\nLead the “as-is” process mapping of how building control authority teams manage notification,documenting process variations across different authority types (urban, rural, large, small)\n\nFacilitate structured workshops and interviews with BCA representatives to elicit, document and validate current-state processes, pain points and workarounds\n\nAnalyse the operational, resource and financial impact of the current system issues on building control authorities, including the effect on enforcement activity and conveyancing processes\n\nElicit, document and prioritise requirements for the new system, clearly distinguishing between essential needs (must-have) and desirable improvements (nice-to-have) using MoSCoW or equivalent techniques\n\nProduce clear, structured and high-quality BA artefacts including process maps, data flow diagrams, requirements registers, gap analyses and impact assessments\n\nSupport the Technical Architect in understanding the business context of technical integration requirements\n\nCollaborate with the User Researcher and Service Designer to ensure requirements are grounded in user evidence\n\nIdentify and document constraints, assumptions and dependencies relevant to the design of the new system\n\nContribute to the final discovery report, specifically the requirements, as-is mapping and impact assessment sections\n\nMentor and support junior analysts within the team\n\nEssential Skills & Experience\nSignificant experience as a Business Analyst in UK central or local government digital delivery\n\nStrong process mapping skills using tools such as Visio, Lucidchart, Miro or equivalent\n\nExperience eliciting, documenting and prioritising requirements in complex, multi-stakeholder environments\n\nProficiency in requirements management techniques including MoSCoW, user stories and acceptance criteria\n\nStrong analytical skills with the ability to identify patterns, inconsistencies and themes across large volumes of data\n\nExperience producing high-quality written reports and business analysis documentation\n\nAbility to work collaboratively in multidisciplinary Agile teams\n\nSFIA Level 5 competencies as defined in the SFIA framework\n\nDesirable Skills & Experience\nExperience conducting business analysis in a local authority, building control or regulatory environment\n\nKnowledge of GDPR and data governance considerations in local government contexts\n\nFamiliarity with government digital frameworks including GDS Service Standard and the Technology Code of Practice\n\nProfessional BA accreditation (e.g. BCS International Diploma in Business Analysis, IIBA CBAP)\n\nSFIA Level 5 Behaviours ExpectedAt SFIA Level 5 (Ensure, Advise), the successful candidate will demonstrate the following core behaviours:\n\nTakes ownership of the business analysis workstream and is accountable for the quality of all outputs\n\nAdvises on analysis approach, prioritisation methodology and stakeholder engagement strategy\n\nWorks autonomously across complex and ambiguous problem spaces\n\nInfluences programme direction through high-quality, evidence-based analysis\n\nActively develops the analytical capability of the wider team\n\nDiversity & InclusionAt Scrumconnect Consulting, we believe that diversity drives innovation and better outcomes.
