Operating at SFIA Level 5, this role requires an experienced delivery professional capable of owning complex workstreams, managing cross-functional teams and providing assurance to senior stakeholders. The successful candidate will be expected to plan, direct and evaluate delivery activities, managing risks and dependencies across multiple concurrent workstreams in a fast-paced government environment.\nKey Responsibilities\nLead delivery of complex digital programmes and projects, ensuring alignment to government standards including the GDS Service Standard and Cabinet Office spend controls\nOwn and maintain delivery plans, risk registers, issue logs and dependency maps across multiple concurrent workstreams\nFacilitate Agile ceremonies (sprint planning, standups, retrospectives, showcases) and coach teams in Agile and Lean delivery practices\nProvide delivery assurance to senior stakeholders, producing clear and accurate progress reports and escalating risks in a timely manner\nManage relationships with senior stakeholders across BSR, MHCLG and delivery partners, acting as the primary point of contact for delivery matters\nIdentify, manage and mitigate delivery risks and issues, making evidence-based decisions to keep programmes on track\nEnsure teams have the right resources, tools and environments to deliver at pace\nDrive a culture of continuous improvement, facilitating retrospectives and embedding lessons learned\nSupport procurement activities including writing statements of work, assessing proposals and managing supplier performance\nContribute to business case development and benefits realisation planning\nEssential Skills & Experience\nProven track record of delivering complex digital programmes in a UK central or local government environment\nStrong understanding of Agile delivery methodologies (Scrum, Kanban, SAFe) with hands-on experience as a Delivery Manager[3.1] or Scrum Master\nExperience managing cross-functional multidisciplinary teams including designers, researchers, engineers and business analysts\nStrong stakeholder management skills with experience engaging at senior and director level\nExcellent written and verbal communication skills, with ability to produce high-quality delivery documentation\nExperience managing budgets, contracts and supplier relationships\nKnowledge of GDS Service Standard, the Technology Code of Practice and government spend controls\nSFIA Level 5 competencies: autonomy, influence, complexity, business skills and knowledge as defined in the SFIA framework\nDesirable Skills & Experience\nExperience delivering projects within a regulatory or building safety environment\nProfessional accreditation in project or programme management (e.g. APM PMQ, PRINCE2, Agile PM)\nExperience of public sector procurement frameworks (G-Cloud, Digital Outcomes and Specialists, CCS frameworks)\nFamiliarity with Cabinet Office and HM Treasury business case standards (Green Book / Five Case Model)\nSFIA Level 5 Behaviours Expected\nAt SFIA Level 5, the successful candidate will demonstrate the following core behaviours:\nTakes responsibility for delivery of significant assignments and outcomes\nInfluences decisions and recommendations at programme level\nManages complex and unpredictable delivery environments with multiple dependencies\nAdvises on delivery strategy and approach, contributing to organisational planning\nDemonstrates accountability for own and team performance against agreed objectives\nDiversity & Inclusion\nAt Scrumconnect Consulting, we believe that diversity drives innovation and better outcomes.
