We combine agile delivery, modern engineering practices, and deep domain expertise to create solutions that improve outcomes for millions of users.\nRole Summary\nThe Senior Technical Architect will provide technical leadership and expertise to the team, helping government officials and the wider team understand the existing technical landscape and assessing the impact of proposed changes on local authority back-office IT systems. Operating at SFIA Level 5, this role requires a technically strong architect capable of working autonomously in a complex, multi-authority IT environment and producing robust, evidence-based technical assessments that directly inform decisions on the new system.\nKey Responsibilities\nAssess and document the existing technical architecture, identifying root causes of data quality issues, data loss incidents and system failures\nEngage with local authority IT teams and their back-office system providers to understand existing integrations, data flows and technical dependencies\nProduce clear and structured technical documentation including current-state architecture diagrams, integration maps, data flow diagrams and technical constraints registers\nAssess the technical effort, implementation timescales and cost implications for local authorities to adapt their back-office systems under different future-state scenarios\nProvide technical assurance and advisory input across the discovery, ensuring the evidence base is technically sound and sufficiently detailed for decision-making\nSupport the Business Analyst and Service Designer in understanding the technical context of pain points raised by building control authority teams\nIdentify and flag technical risks, constraints, dependencies and data standards issues that should inform the design of the new system\nContribute to the final discovery report, specifically the technical impact assessment and options analysis sections\nCommunicate complex technical concepts clearly and accessibly to non-technical policy and programme stakeholders\nEnsure technical recommendations align with the GDS Technology Code of Practice and government security standards\nEssential Skills & Experience\nSignificant experience as a Technical Architect or Solutions Architect in UK public sector or local government digital delivery\nStrong understanding of digital notification systems, RESTful APIs, data exchange standards and system integration patterns\nExperience assessing the technical impact of system changes across complex, multi-organisation IT landscapes\nAbility to produce high-quality technical architecture documentation and system diagrams using tools such as draw.io, Lucidchart, Archi or equivalent\nStrong written and verbal communication skills, with the ability to explain complex technical concepts to non-technical audiences\nKnowledge of government technology standards including the GDS Technology Code of Practice, NCSC security principles and data standards\nExperience working in Agile multidisciplinary teams alongside designers, researchers and delivery managers\nSFIA Level 5 competencies as defined in the SFIA framework\nDesirable Skills & Experience\nKnowledge of local authority IT back-office systems and common providers (e.g. Idox, Arcus Global, DEF Software, Northgate)\nExperience with building control notification systems or related regulatory IT infrastructure\nFamiliarity with data quality frameworks, master data management and data governance in public sector contexts\nCloud architecture experience (AWS, Azure or GCP) and understanding of government cloud hosting standards\nSFIA Level 5 Behaviours Expected\nAt SFIA Level 5 (Ensure, Advise), the successful candidate will demonstrate the following core behaviours:\nTakes ownership of technical architecture outputs and is accountable for their accuracy and fitness for purpose\nAdvises on technical strategy, integration approach and architecture options at programme level\nWorks autonomously across technically complex and ambiguous problem domains\nInfluences technical direction and decision-making through evidence-based recommendations\nBuilds technical credibility and confidence with government clients and local authority IT stakeholders\nDiversity & Inclusion\nAt Scrumconnect Consulting, we believe that diversity drives innovation and better outcomes.
