human-in-the-loop\ndecision-making - while meeting GOV.UK Service Standard expectations for user research.\nKey Responsibilities\nResearch Strategy & Planning\n\nDefine and own the user research plan across discovery, alpha, beta, and live phases,\nensuring research activities are timed to inform key product and design decisions rather than\nvalidate them after the fact.\nUnderstanding Trust & AI Interaction\n\nConduct research to understand how internal government users interpret, trust, and act on\nAI-generated answers, retrieval sources, and confidence indicators, surfacing risks around\nover-reliance, misunderstanding, or mistrust of AI outputs.\n\nResearch Execution\n\nPlan and conduct a range of research activities - including interviews, contextual inquiry,\nusability testing, and diary studies - with civil servants and other internal government users,\nrecruiting participants in line with government research standards and data handling policies.\nHuman-in-the-Loop Validation\nTest and validate that human-in-the-loop checkpoints and escalation flows (as defined by\npolicy/technical leads) are understood and usable by real users - an execution and\nvalidation role, not a policy-setting one.\n\nSynthesis & amp; Insight Sharing\nSynthesise research findings into clear, actionable insights for Product, UX, and\nEngineering teams, and present findings to senior stakeholders in a way that supports\nevidence-based decision-making.\nService Assessment Support\nPrepare and present user research evidence for GOV.UK service assessments\n(Alpha/Beta/Live), ensuring research practices and outputs meet the Service Standard's\nevidentiary requirements.\nDocumentation & Handover\nContribute research findings, methodologies, and participant insights to \"Docs-as-Code\"\nartifacts supporting the OKUA knowledge-transfer framework, so future teams understand\nthe evidence behind design and product decisions.\n\nCross-Functional Collaboration\nWork closely with UX Designers, Product Managers, and Engineers to ensure research\nfindings directly inform design iterations, evaluation criteria, and roadmap prioritisation.\nRequired Skills & Experience\nDemonstrable experience as a User Researcher on complex, digital products, ideally\ninvolving data-heavy or AI-assisted systems\nStrong grounding in a range of qualitative (and ideally quantitative) research\nmethods: interviews, usability testing, contextual inquiry, surveys\nExperience researching trust, transparency, and comprehension issues in software\npresenting automated or algorithmic outputs\nExperience recruiting and conducting research with government or otherwise\nsensitive/regulated user groups, following appropriate ethical and data protection\nstandards\nPractical experience with GOV.UK Service Standard research expectations and\npreparing evidence for service assessments\nStrong synthesis and communication skills, able to translate research into clear\nrecommendations for varied audiences (designers, engineers, senior stakeholders)\nComfortable working within secure, regulated environments and handling sensitive\ndata appropriately\nDesirable Experience\nDirect experience researching LLM/RAG-based products, chatbots, or other AI-\nassisted decision-making tools\nExperience delivering digital services within UK central government or the wider\npublic sector\nExperience designing or evaluating human-in-the-loop or escalation workflows\nFamiliarity with accessibility research methods and inclusive design
