You will sit between engineering teams and senior stakeholders, making sure delivery is well planned, technically sound, coordinated and continuously improving.\nYou will work closely with senior civil servants, programme teams, delivery partners, architects and multidisciplinary agile teams. This role needs a strong blend of:\nHands-on agile delivery leadership\n\nTechnical understanding of the systems and platforms being delivered\n\nStakeholder and governance management\n\nCross-team coordination\n\nStrategic planning and dependency management\n\nCoaching and continuous improvement\n\nYou will act as a recognised leader in agile and lean delivery practices, helping teams and stakeholders navigate technical complexity while maintaining delivery momentum across large-scale government programmes.\nKey Responsibilities\nLead delivery across complex central government digital programmes and multi-team environments.\n\nWork with engineers and architects to understand technical approach, constraints and trade-offs, and translate them clearly for non-technical stakeholders.\n\nManage technical risks, issues, dependencies and delivery governance across multiple workstreams.\n\nOversee release planning, environments and deployment readiness, working with DevOps and engineering teams to keep delivery flowing.\n\nCollaborate with senior civil servants, programme teams and delivery stakeholders to align delivery with wider business objectives.\n\nDrive agile and lean delivery practices across teams and programmes.\n\nCoach teams and stakeholders on continuous improvement and effective delivery approaches.\n\nSupport programme planning, forecasting, reporting and governance activities.\n\nCoordinate cross-service, cross-team and cross-supplier dependencies to ensure successful delivery outcomes.\n\nIdentify and improve inefficient processes and ways of working.\n\nProvide leadership during complex delivery challenges and unblock teams effectively.\n\nEssential Skills and Experience\nSignificant experience delivering digital programmes within UK central government environments.\n\nProven track record as a Delivery Lead or Delivery Manager on technically complex programmes (G6/G7 level or equivalent).\n\nStrong technical grounding: able to engage credibly with engineers and architects on cloud, CI/CD, APIs, environments and release management.\n\nProven experience engaging with civil servant programme teams and operating within government governance structures.\n\nStrong understanding of agile and lean delivery methodologies.\n\nExperience managing complex risks, issues and dependencies across multiple teams.\n\nExcellent stakeholder management and communication skills, including explaining technical topics to non-technical audiences.\n\nStrong planning, coordination and delivery leadership capabilities.\n\nDesirable:\nExperience delivering or supporting cyber security programmes.\n\nExperience working across both local and central government.\n\nFamiliarity with the Government Digital & Data (GDaD) framework.\n\nExperience working within GDS-aligned delivery environments.\n\nExperience managing multi-supplier delivery ecosystems.\n\nCore Competencies (aligned to the GDaD framework)\nAgile and lean practices: Coach and lead teams in agile and lean best practice, promote experimentation and continuous improvement, and advocate for agile delivery across programmes.\n\nCommunication: Communicate complex information clearly to technical and non-technical audiences, and build trust with senior stakeholders and delivery teams.\n\nBudget management: Support financial tracking, forecasting and programme planning, and contribute to governance reporting.\n\nLife cycle management: Tailor delivery approaches to suit team and programme needs, and keep improving practice across the product lifecycle.\n\nMaintaining delivery momentum: Optimise delivery flow across teams and proactively manage risks, blockers and dependencies.\n\nMaking processes work: Identify and challenge unnecessarily complex processes, and support teams through change.\n\nPlanning: Lead planning in complex environments and coordinate delivery across services, teams and stakeholders.\n\nTeam dynamics and collaboration: Foster high-performing teams, run agile health checks and give timely coaching and feedback.\n\nApplication Process\nSubmit your CV to \n\nIf shortlisted, you will be invited to attend an interview.\n\nDiversity and Inclusion\nAt Scrumconnect Consulting, we are committed to building inclusive and diverse teams.
