Seadrill is an offshore drilling contractor operating drilling units in shallow to ultra-deep water, in both harsh and benign environments. It hires dynamic positioning operators, subsea engineers, marketing engineers, senior electricians, electronic technicians and mechanics for its operations in Brazil and Angola. The company is headquartered in Hamilton, Bermuda.

The HSE Manager LAS leads Seadrill’s HSEQ performance in Brazil. You will lead the Rio-based Area HSE team and provide functional leadership to the offshore HSE network. You will be the main HSE contact for rig leadership, Operations, Brazilian regulators and customers.

The focus of the role is visible, engaged HSE leadership; implementation of Seadrill’s Health, Safety, Environment and Quality (HSEQ) requirements; and best-in-class operational HSE support across the Area.

What success looks like

  • Rigs meet regulatory and customer audit requirements, and audit actions close on time.
  • HSE events are investigated to standard, and learning reaches every rig in the fleet.
  • The quality of leading indicators improves, and trends are acted on early.
  • A competent, stable HSE team is in place, with succession planned for key roles.
  • Regulators, customers and rig leadership see the HSE function as a trusted partner.

Scope and team

  • Covers 5 rigs operating in Brazil.
  • Leads the onshore Area HSE team.
  • Provides functional leadership to the Senior Offshore HSE Advisors and OHSEAs.
  • Works closely with the Operations/Area Director, Rig Managers, OIMs, corporate HSEQ, regulators and customer HSE teams.

Leadership and Culture

  • Provide active, engaged and visible leadership with offshore management and crews through a ‘boots on deck’ approach, and with onshore management.
  • Champion HSE and Operational Discipline, including these core areas:
    • Task Process: PIMED (Plan - Identify - Manage - Execute - Debrief)
    • Seadrill Life Saving Rules
    • Process Safety - Major Accident Hazard & HSE Case
    • Human and Organizational Performance (HOP)
  • Engage with Operations/Area Directors, Rig Managers and OIMs so that HSE requirements and objectives are built into Area operations, planning and execution.
  • Schedule and deliver Area HSE meetings and communications as set out in the HSE communications directive, and improve their quality and effectiveness.
  • Support rig start-ups, including early engagement with rigs and the 3-month Operations Start-Up HSE Program, with HSE coaching teams and the right resources in place.

Management System and Compliance

  • Act as HSE Subject Matter Expert (SME) for the Area, making sure HSE, ISM, regulatory, customer and contractual requirements and the Seadrill HSE Management System are understood and implemented.
  • Oversee the HSE Case and major accident hazard management for the Area’s rigs, and see that risk management processes, including management of change, are applied consistently.
  • Control the development of Area HSE procedures. Produce local procedures only where a specific regulatory or other requirement calls for them (for example, emergency response). Where deviations are needed, make sure approved bridging documents and non-conformities are in place.
  • Oversee the development, monitoring and implementation of Rig HSE plans.
  • Support Master’s Reviews and Area HSE Committee Meetings as part of ISM requirements, including detailed review of SMS feedback, and make sure meetings are recorded in the ISM dashboard.

Audit and Assurance

  • Plan and manage internal and external HSE audits (including ISM, Area HSE, regulatory and customer audits), and support planning, implementation and close-out of company-level audits.
  • Monitor audit results and leading indicators, including the quality of STAR observations, WSVs, RVs, ODVs and PTW audits, to spot trends and address issues early across the Area fleet.
  • Conduct performance reviews with Area, Operations and Rig Management teams, and support them in meeting HSE performance targets and leading indicator expectations.
  • Facilitate a data-led management review of Red Rig Recovery plans so that root causes are addressed, and support their implementation.

Incidents, Investigations and Learning

  • Make sure HSE events are notified as required.
  • Support the Operations Director in making sure HSE event investigations meet required standards and have the right resources. Oversee all HSE investigations in the Area, review them for quality, comprehensiveness and system compliance, and act as Lead Investigator when required.
  • Oversee the quality of all Area Synergi cases, including investigation, follow-up, actions and closure within deadlines. Support Rig Managers and Offshore HSE Advisors with Synergi reporting, and check the quality of actions, evidence and close-out.
  • Identify and share industry good practice, lessons learned, and safety and environmental alerts across Operations and the fleet. Make sure findings are implemented and reported to management.

Emergency Response

  • Develop and manage Area-level Incident Management Plans and their drills, including case management in the CIM system. Make sure all ERPs and MERPs are current, meet requirements and are approved, controlled documents in the SMS.
  • Carry out emergency response team duties as defined in the Level 2 Incident Management Plan (IMP).

Health and Environment

  • Oversee occupational health and industrial hygiene requirements across the Area, including health and wellbeing programs and fitness-to-work processes.
  • Review patient trends and other health KPIs with the Medical Services Provider and the Corporate Medical Director each quarter.
  • Monitor ChemWatch compliance across the Area and make sure the system is actively used.
  • Oversee the quality of ENVIDs and Environmental Aspects/Impacts registers on all rigs, and make sure onshore emissions are reported.

Regulators

  • Know in detail the HSE regulatory requirements and regimes in the Area of operations.
  • Build and maintain strong working relationships with HSE regulatory representatives.
  • Manage, maintain and take part (where appropriate) in HSE regulatory audits and rig close-out meetings.

Customers, Contractors and Industry

  • Make sure HSE bridging documents with customers are in place and current.
  • Support Operations in engaging with customers, and engage with the HSE teams of customers and service providers.
  • Make sure HSE expectations are set for, and met by, contractors and service providers working on Seadrill rigs.
  • Promote Seadrill and take part in industry forums such as IADC (for example HSE&T conferences).
  • Maintain SME knowledge of industry initiatives affecting Seadrill operations (for example DROPS Forums).

Team Development and Resources

  • Lead, coach and develop the Area HSE team and Offshore HSE Advisors through demonstrated leadership, building a competent HSE support structure that achieves excellence in work planning, risk identification, communication, problem solving, investigation and HSE leadership.
  • Set clear roles and objectives, and manage team performance through regular reviews.
  • Plan succession for key HSE roles, and take part in recruiting and onboarding HSE staff.
  • Make sure the onshore Area HSE team and the Offshore HSE Advisors work together as one integrated team within the HSE function.
  • Manage the Area HSE budget and resourcing.
  • Minimum of 10 years’ experience in offshore drilling HSE, or 15 years’ experience in a related onshore HSE field, including at least 3 years in a management or supervisory role.
  • Experience managing or supporting regulatory and customer HSE audits, and closing out findings.
  • Experience leading or quality-assuring HSE investigations using a recognized method.
  • Working knowledge of process safety and major accident hazard management, and of Human and Organizational Performance (HOP) principles.
  • Strong analytical skills, with the ability to turn performance data into clear actions.
  • Excellent communication and influencing skills with all levels, from rig crews to senior management and regulators.
  • Ability to coach and develop a technical team.

Minimum Requirements

  • Higher education qualification in HSE or Engineering.
  • Valid Kelvin TOP-SET Lead Investigator training.
  • Valid offshore medical certificate and offshore survival training (BOSIET/HUET or local equivalent) for the Area assigned.
