This role ensures accurate payroll processing, strict adherence to Saudi labor laws, and seamless management of government platforms for a diverse industrial employee base. The position supports the operational stability of the refinery by maintaining rigorous data integrity and regulatory compliance.\nThe HR Operations Manager will report directly to the VP of HR and will play a key role in safeguarding the company against regulatory risk through precise execution of HR processes. This position directly impacts employee satisfaction and operational continuity by ensuring timely and accurate compensation and benefits administration.\nKey Responsibilities\nThe HR Operations Manager will be responsible for the following key areas:\nPayroll Accuracy\nThe role validates monthly attendance and allowance data to ensure accurate payroll processing for shift workers and corporate staff.\nRegulatory Compliance\nThis position maintains full compliance with MHRSD regulations by managing Qiwa, Mudad, and GOSI submissions accurately and on time.\nHRIS Management\nThe manager ensures all employee data in the HRIS is current and accurate to support reliable reporting and audit readiness.\nSaudization Strategy\nThis role monitors Nitaqat ratios and collaborates with recruitment to meet Saudization targets for the industrial sector.\nVendor Oversight\nThe position manages external vendors for medical insurance and payroll services to ensure service level agreements are met.\nEmployee Lifecycle\nThis manager oversees administrative onboarding and offboarding processes to ensure smooth transitions and legal compliance.\nAudit Support\nThe role prepares and provides accurate employment records and transaction logs for internal and external audits.\nProcess Optimization\nThis position identifies inefficiencies in HR operations and implements standardized procedures to improve productivity.\nQualifications\n Bachelor's degree in Human Resources, Business Administration, or a related field.\n Minimum of 8 years of HR operations experience, with 3 years in an industrial or manufacturing setting.\n Expert knowledge of Saudi Labor Law, GOSI, and Wage Protection System requirements.\n Hands-on experience with Qiwa, Mudad, Muqeem, and Absher Business platforms.\n Proficiency in HRIS systems such as SAP SuccessFactors, Oracle HCM, or Workday.\n Strong analytical skills with advanced Excel capabilities for data reconciliation.\n Fluency in English and Arabic for effective communication with authorities and employees.\n Proven ability to manage payroll inputs for complex shift structures and allowances.\nPreferred / Nice-to-have\n Experience in the mining, refining, or precious metals industry.\n Professional HR certification such as SHRM-CP, PHR, or CIPD.\n Experience with HRIS implementation or major upgrades.\n Knowledge of ISO standards related to quality and safety management systems.\nSuccess Metrics\n Zero penalties or violations from MHRSD or GOSI due to compliance errors.\n Payroll accuracy rate of 99.5% or higher in every monthly cycle.\n Maintenance of Nitaqat Saudization tier status required for industrial operations.\n 100% completion of employee file audits with no missing critical documents.\n Reduction in manual HR administrative tasks through process automation.\n Timely resolution of 95% of employee HR queries within defined SLAs.\n Successful renewal of all work permits and residencies before expiration dates.\nEqual Opportunity Statement:\nSaudi Gold Refinery welcomes applications from all qualified candidates.
