This position serves as a strategic business partner to Operations, Laboratories, Commercial, IT, HR, Finance, and Administrative functions. Based on the current SGS procurement job architecture, the Procurement Manager is the function owner responsible for procurement governance, supplier management, strategic sourcing, negotiations, contract management, and team leadership.\nKey Responsibilities\n1. Strategic Procurement Leadership\nDevelop and execute the annual procurement strategy aligned with SGS Philippines and Guam business objectives.\nEstablish category management strategies for:Laboratory equipment and consumables\nInspection and testing services\nSubcontracted technical services\nFacilities and administration\nFleet and transportation\nInformation Technology\nProfessional and corporate services\n\nIdentify opportunities for cost reduction, process efficiencies, supplier consolidation, and value creation\nSupport strategic initiatives, growth projects, laboratory expansions, and new business ventures.\n2. Strategic Sourcing & Category Management\nLead complex RFQs, RFPs, tenders, and sourcing initiatives.\nImplement total cost of ownership (TCO) approaches in supplier selection.\nConduct spend analysis and market intelligence reviews.\nDevelop sourcing plans for high-value and critical categories.\nMonitor local and global market developments that may affect supply continuity and pricing.\nEnsure sourcing decisions balance cost, quality, service, risk, sustainability, and compliance.\n3. Supplier Governance & Relationship Management\nOwn the SGS Philippines Approved Supplier Program.\nOversee supplier accreditation, qualification, evaluation, and revalidation processes.\nEstablish supplier performance scorecards and KPIs.\nLead quarterly business reviews with key suppliers.\nDevelop risk mitigation plans for critical suppliers.\nMaintain strategic relationships with local and international vendors.\n4. Contract Management & Commercial Negotiations\nLead commercial negotiations with local and international suppliers.\nEnsure contracts provide favorable commercial and risk protection terms.\nReview and approve procurement contracts, service agreements, blanket purchase agreements (BPAs), and framework agreements.\nPartner with Legal, Finance, and Operations in contract review activities.\nMonitor contract compliance and renewal cycles.\nEstablish negotiation strategies that optimize:Price\nPayment terms\nDelivery terms\nWarranty conditions\nService-level agreements (SLAs)\n\n5. Procurement Operations Excellence\nEnsure procurement requests are processed efficiently and in compliance with approved policies.\nMonitor procurement service levels and operational KPIs.\nManage Oracle procurement workflows and system controls.\nDrive procurement automation and digital transformation initiatives.\nEnsure purchase requisitions, purchase orders, contracts, and vendor records are properly maintained.\n6. Importation, Logistics & Customs Management\n\nOversee importation activities and customs clearance processes.\nCoordinate with freight forwarders, customs brokers, and government agencies.\nEnsure compliance with Philippine customs, duties, taxes, and import regulations.\nMonitor shipment status and mitigate supply chain disruptions.\nSupport export and intercompany logistics requirements when necessary.\n7. Cost Management & Working Capital Support\n\nDeliver annual procurement savings targets.\nSupport cash flow optimization through effective payment term negotiations.\nDrive spend visibility and cost-control initiatives.\nProvide monthly procurement dashboards and savings reports to management.\nCollaborate with Finance on:Vendor master governance\nPayment term optimization\nAdvance payments\nWorking capital initiatives\n\n8. Compliance, Internal Control & Risk Management\n\nEnsure full compliance with:SGS Procurement Policy\nSGS Code of Integrity\nSGS Delegation of Authority\nInternal Control Standards\nAnti-Bribery and Anti-Corruption requirements\nApplicable Philippine laws and regulations\n\nSupport Internal Audit, MCS reviews, and external audits.\nLead procurement risk assessments and mitigation activities.\nMaintain procurement procedures, SOPs, and work instructions.\n9. Leadership & Talent Development\nLead and develop a high-performing procurement team.\nEstablish KPIs and development plans for direct reports.\nCoach team members on procurement best practices.\nPromote cross-functional collaboration and business partnership.\nBuild procurement capabilities through training and knowledge-sharing initiatives.\n10.
