This position is contingent upon contract award and subsequent task-order requirements. It is intended to support SHELADIA's pursuit of the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), 2026 Worldwide A/E Support Services IDIQ. Employment, assignments, travel, and project responsibilities will be based on the awarded contract and applicable task orders.

The program may support planning, design, construction, facility rehabilitation, system replacement, security upgrades, communications facilities, and building maintenance at Foreign Service posts worldwide and OBO offices in the Washington, DC metropolitan area. Services may include professional support services, constructability reviews, critical-path schedule and risk analyses, and project-budget analyses.

The Structural Engineering Lead will direct structural assessments, investigations, rehabilitation, infrastructure upgrades, and design-support services. The successful candidate will provide technical leadership for conventional, seismic, blast-resistant, and protective structural systems serving diplomatic facilities worldwide.

  • Lead structural assessments, forensic investigations, feasibility studies, analysis, repair, rehabilitation, and modernization programs.
  • Evaluate existing structures for adequacy, deterioration, seismic vulnerability, blast effects, progressive collapse, and serviceability.
  • Develop repair, strengthening, stabilization, replacement, and lifecycle improvement recommendations.
  • Support renovations, additions, infrastructure upgrades, building-envelope work, and security improvements, including blast mitigation and protective design.
  • Prepare and review calculations, models, drawings, specifications, reports, cost inputs, schedules, and scopes of work.
  • Participate in multidisciplinary design and independent reviews at the 35%, 65%, and 90% design phases.
  • Support constructability reviews, value engineering, risk management, construction administration, field observations, and technical inquiries.
  • Apply U.S. Government requirements and structural standards while addressing host-country codes, conditions, and construction practices.
  • Provide quality control, mentor structural staff, and support proposals, interviews, and client presentations.
  • Perform other duties as assigned.
  • Bachelor's degree in civil or structural engineering from an accredited program.
  • Minimum of 10 years of progressive structural engineering experience.
  • Active Professional Engineer (PE) license.
  • Demonstrated experience in structural assessment, analysis, rehabilitation, complex renovations, and existing-building investigations.
  • Experience with blast-resistant design, progressive-collapse analysis, seismic evaluation, forced-entry/ballistic-resistant construction, or protective design.
  • Knowledge of applicable U.S. structural, seismic, existing-building, concrete, steel, masonry, and wood standards.
  • Proficiency with structural analysis/design software, Revit, AutoCAD, and document-review platforms.
  • Ability to obtain and maintain a U.S. Government personnel security clearance when required by the assigned work.

Preferred Qualifications:

  • Master's degree in structural engineering or a related field and/or active Structural Engineer license.
  • 15+ years of relevant experience.
  • Experience with diplomatic, federal, defense, institutional, mission-critical, or high-security facilities.
  • International experience with existing facilities, local construction practices, and limited documentation.
  • Experience coordinating U.S. standards with host-country laws, codes, authorities, and construction practices.

International and domestic travel is expected and may include short-notice trips to overseas diplomatic facilities and other project locations. Travel requirements may vary based on assigned projects, task orders, and client requirements.

Salary: $125,000-$220,000 per year, commensurate with experience and qualifications.

Sheladia Associates, Inc. has made the best effort to accurately represent the pay range for this position, however, base pay offered may vary depending on job-related knowledge, skills, and experience, and any applicable cost of living data relevant to the position/candidate.

Other compensation: opportunities for annual increase and bonus, and other types of bonuses.
