In Malaysia, Shell Aviationoperatein 7 locationsin KUL&PEN(West Malaysia)andKCH, MYY, LBU, BKI&TWU(East Malaysia)with more than 200-250aircraftsrefuelledper day.
What you’ll be doing
Safe, Reliable & Efficient Operations
Accountable for day-to-day aviationfuelingoperations atKCH, MYY, LBU, BKI, TWUin line with Shell Aviation OperationsManual (SAOM), Joint Inspection Group (JIG) standard and local regulatory requirements.
Ensure continuity of fuel supply to airline customers through safe operation of fixed installations, refuellersandbowsers.
Implement and maintain SAV systems and other Shellapproved systemssuch asShell Performance Framework (SPF),SEAMandothers.
Ensure operational readinessandmaintaineffectivenessduring peak demand, disruptions,emergenciesor special operations.
Lead effective cost management including budget planning,expenditure tracking,OPEXoptimizationand financial accountability.
Ensure collaborationwithShell Airport Optimizer (AO)andTrading & Supply (T&S)by providingaccurateDemand/Forecast (DF)up to 6-12 monthsfor continuous supply without any disruption tocustomers.
HSSE& EthicsLeadership
Provide visible and authentic HSSE leadership in line with Goal Zero,Shell Life-Saving Rules(LSR) and Process Safety Fundamental (PSF).
Lead site HSSE activitiesincludetoolbox talks,meetingsite inspections, safety leadershipvisitsand field coaching.
Leadandmaintainthe Site HSSE Plan and Emergency Response Plan (ERP), ensuring regular drills and coordination with airport emergency services.
Promote a strong safety culture and ensure consistent application of critical controls and PPE requirements.
LeadPermit to Work activities for non-routine activities on site ensuring compliancewithPermit to Work (PTW) procedures.
Ensure implementation of Shell Security standards, including maintenance of the Site Security Risk Assessment (SRA)
Coordinate with airport security and relevant authorities on security-related matters.
Own site-level risk management, including HEMP, HRA, and SRA assessments.
Ensure all incidents, near misses, and unsafe conditions are reported, investigated, and learned from.
Own andmaintainthe Management of Change (MoC) process and register, ensuring risks are assessed and approvals obtained prior to implementation.
Lead and implement Shell Ethics & Compliance with all team members including internal and external stakeholders.
Compliance, Governance & Assurance
Lead oncomplianceto Civil Aviation Authority Malaysia (CAAM),Malaysia AirportsHoldings Berhad (MAHB),Department of Occupational Safety and Health (DOSH),Department of Environment (DOE)and otherauthorities.
Maintain Civil Aviation Authority Malaysia (CAAM) license requirement andlead for renewalprocessfor ShellTimurSdnBhd.
Ensuretenancy agreement renewal processin placewith Malaysia Airports Holdings Berhad (MAHB) for ShellTimurTrading SdnBhd.
Ensure ShellEmergency Response Plan (ERP) aligned withAirportEmergency Response Plan (AERP) andFire and Rescue Services (AFRS)
Ensure all Shell Aviation procedures, work instructions and control frameworks are implemented and followed.
Maintainaccuraterecords and operational dataincluding License & Permit(L&P)in Shellapproved systemssuch asi6,MaintainX, Fieldglass,WorkdayLearningand others.
Lead andact as site focal point for internal audits, externalinspectionsand regulatory assurance activities.
Ensuretimelycloseoutof audit findings, incidents, and corrective actions.
Monitor andmaintainoperator competence, fitness-to-drive (Airport Driving Pass & Airport Pass), licensing, and vehicle compliance.
People Leadership, Competency& Capability Management
Lead, manage, and developKCH, MYY, LBU, BKI, TWUoperations team, including supervisors,operatorsand contractors.
Implementthemost effective duty roasterandmonitorthe workloadtoavoid fatigue.
Determinemanpowerrequirements and succession planning in collaboration withCountryOperationsManager.
Leadandensure all staff meet competency, licensing,Fitness to Work (FTW)and training requirementsasrequired by Shell and local authorities.

Asset Integrity,Maintenance& ProjectManagement
Accountable for the integrity, availability and reliability of all aviationfuelingassets atKCH, MYY, LBU, BKI, TWU.
Leadpreventive(planned)and corrective maintenance(unplanned)areexecutedin accordance withmanufacturer guidelines, ShellAviationMaintenanceManual (SAMM),regulatoryrequirementsandverify the invoice forpayment.
Leadand manage maintenance activities conducted by qualified personnel orShellapproved contractors.
Maintainhigh standardsof housekeeping, equipmentconditionand site cleanliness.
Leadexecution of the maintenance plan for the site. Conduct surveillance inspections. Ensure corrective actions are implemented. Ensure maintenance of HSSE critical equipment. Ensure quality andtimelyexecution of the Reliability and Integrity Program for the site.
Ensure integrity and functionality of safety-critical systems such as interlocks, nozzle selectivity, and underwing fueling protections.
Develop andestablishsite-specific local operating procedures for site safety critical tasks.
Lead andwork closely with theHSSE &EngineeringLeadand Business Opportunity Manager (BOM) on transformation programswith fullsupportofCAPEX implementation, including participationin preparationof3 mainpillarsof project management which are scope, cost and schedule,asPermit Issuerand contributor to JHA/JMS reviews.
Stock Control & Product Quality
Accountable for fuel quantity,qualityand product integrity at sitebymaintainingproduct quality documents.
Leadandensureaccuratedaily,monthlyand annual stock reconciliations.
Investigate and report stock gains or losses with corrective actions.
Ensure calibration of tanks,metersand gauging systemsbymaintainingvalid calibration certificates.
Ensure hazardous andnon-hazardous waste is managed,storedand disposed of in compliance with legal and Shell requirements.
What you bring
Minimum 10 years’ experience in Operation, Asset Management, Maintenance and Process Safety.
Bachelor’s degree (previouswork experience will be taken into consideration for any candidates who might not meet the educational standard).
Experience with aviation fueling systems or fuel farm operations is highly preferred but not compulsory.
Skilled in operations and has a sound understanding of the keyleversfor safe,compliantand efficient operations.
Proven leadership capability isa must.
Ability to influence without direct authority.
Self-starter, well organized,independentand proactive.
Possesses strong interpersonal,oraland written communication skills

This role will be based in Kota Kinabalu Aviation Depot.
Location: 5 sites (KCH, MYY, LBU, BKI, TWU)
Operation hours: 18-22 hours / 7 days per week
Number of refueling: 50-80 aircraft per day
Number of direct reporting (FTE): 2
Number of indirect reporting (non-FTE): 50
Number of vehicles: 20
Number of contractors / vendors: 8-10
