Key responsibilities include overseeing service partners, driving operational excellence, ensuring compliance with statutory requirements, monitoring service performance against contractual KPIs, and maintaining a safe, clean, secure, and efficient campus environment that supports business continuity and organizational objectives.\nTeam Leadership & Development\nLead a team of M&E & Soft Service executives, technicians, and external specialists.\n\nProvide training on safety, technical skills, and equipment operation.\n\nEnsure adequate manpower planning and performance evaluation.\n\nHard and Soft Services:\nMechanical & Electrical Systems Management:\nOversee the operation, maintenance, and performance of all M&E systems installed in SJ Campus.\n\nEnsure all systems operate efficiently, safely, and in compliance with relevant codes and regulations.\n\nDevelop and implement preventive and corrective maintenance programs for M&E assets.\n\nTroubleshoot system faults and lead restoration efforts to minimize downtime.\n\nService Operations Management\nOversee day-to-day delivery of soft services such as:\n\nCleaning & housekeeping\n\nPest control\n\nLandscaping & horticulture\n\nWaste management & recycling\n\nSecurity services\n\nConduct scheduled site inspections to ensure compliance with standards and identify areas for improvement.\n\nCoordinate periodic facade-cleaning, high-dusting, and ad-hoc service requirements.\n\nEnsuring services align with workplace or building policies, health standards, and regulatory requirements.\n\nTechnical Compliance & Safety\nEnsure compliance with statutory requirements (e.g., fire code, electrical safety, BCA regulations, energy code).\n\nCoordinate and prepare for inspections, audits, and certification renewals (e.g., LEW inspections, fire safety certifications. Lift license, gas inspection and water tank cleaning).\n\nMaintain accurate documentation such as maintenance records, equipment logs, and compliance reports.\n\nEnsure risk assessments are conducted for M&E work and ensure safe working practices are followed.\n\nVendor & Contract Management\nManage service providers responsible for mechanical, electrical, and other technical maintenance services.\n\nEvaluate vendor performance and recommend improvements or contract actions.\n\nParticipate in procurement processes including tender specifications, evaluation, and awarding.\n\nEnergy & Sustainability Management\nMonitor and analyses utilities consumption (electricity, chilled water, water, solar).\n\nSupport the organization ’s sustainability goals (e.g., Green Mark certifications, waste reduction, energy audits).\n\nRecommend and implement cost-saving measures related to M&E operations.\n\nAsset & Lifecycle Management\nMaintain an accurate register of all M&E assets including equipment age, condition, and lifespan.\n\nDevelop asset lifecycle strategies, including predictive maintenance and end of life replacement plans.\n\nEmergency & Critical Systems Management\nOversee critical equipment such as backup generators, UPS systems, fire pumps, and life safety systems.\n\nLead emergency response for M&E failures, outages, or incidents.\n\nEnsure availability of emergency procedures, response protocols, and business continuity plans.\n\nBudgeting & Financial Management\nPrepare and manage the M&E maintenance budget and capital expenditure (CAPEX) plans.\n\nTrack and control operating costs related to M&E systems.\n\nProvide financial analysis for cost-saving initiatives.\n\nStakeholder & Customer Engagement\nServe as the technical point of contact for internal stakeholders and building occupants.\n\nProvide timely updates and technical advice on system performance, outages, and maintenance work.\n\nRespond to M&E related service requests, feedback, and issues.\n\nReporting & Documentation\nPrepare periodic management reports covering performance KPIs, inspections, incidents, and improvement plans.\n\nMaintain accurate records of service schedules, audit findings, and compliance documents.\n\nRequirements:\nDegree in Facility Management / Building Services / Mechanical or Electrical Engineering / Fire Safety and Workplace Safety & Health or its equivalent.\n\nAt least 5-8 years' experience in relevant FM work experience.\n\nRecognized certificate in Fire Safety or equivalent and successful registration with Singapore Civil Defense Force as qualified Senior Fire Safety Manager.\n\nExperience in preventive facility management and Fire Safety and Workplace Safety & Health & Environmental Safety & Health is a requirement.\n\nAn initiative self-starter who is comfortable working independently with limited oversight and direction, strong sense of responsibility.\n\nProficient in standard business applications (MS Word, Excel, PowerPoint).\n\nAbility to work under pressure and meet tight deadlines.\n\nIdeally, a certified Process Green Mark Facilities Manager and Water Efficiency Manager.\n\nAt Surbana Jurong, we put talent, hard work, teamwork and a fun workplace together to approach problems and solve them creatively and collaboratively.
