The position will be responsible for quantity take-offs, BOQ preparation, cost estimation, tendering, measurement, valuation, variations, subcontractor management, cost control, and final accounts.\nThe successful candidate should have strong knowledge of construction methods, civil works, contracts, and commercial management.\nKey Responsibilities\nPrepare detailed quantity take-offs and BOQs for civil and building works, including:Earthworks and excavation\nFoundations and substructures\nReinforced concrete works\nStructural works\nBlockwork and masonry\nPlastering and screeding\nWaterproofing\nFinishes\nExternal works and landscaping\nRoads, paving, and infrastructure works\n\nReview construction drawings, specifications, BOQs, and contract documents.\nPrepare detailed cost estimates and project budgets.\nReview drawings and identify quantity discrepancies, omissions, and scope changes.\nPrepare tender documents and evaluate contractor/subcontractor quotations.\nPrepare commercial comparison statements and recommendations.\nMeasure completed works and prepare interim payment applications/certificates.\nVerify subcontractor measurements, bills, invoices, and supporting documents.\nMonitor project expenditure against approved budgets.\nPrepare monthly cost reports, forecasts, and cash-flow projections.\nEvaluate and price variations, change orders, claims, and additional works.\nMaintain variation and claims registers.\nAssist with contract administration and commercial negotiations.\nCoordinate with consultants, project managers, site engineers, procurement teams, and subcontractors.\nMonitor material quantities, wastage, and cost impacts.\nIdentify opportunities for cost savings and value engineering.\nMaintain accurate records of quantities, measurements, costs, commitments, and payments.\nPrepare, negotiate, and finalize subcontractor and supplier final accounts.\nIdentify commercial risks and ensure appropriate mitigation measures are implemented.\nEnsure all commercial activities comply with project contracts and company procedures.\nQualifications\nBachelor's Degree / Diploma in Quantity Surveying, Civil Engineering, or a related field.\nProfessional certification in Quantity Surveying or Contracts Management is an advantage.\n5+ years of relevant experience in civil/building quantity surveying or commercial management.\nExperience with main contractors, developers, or civil contractors is preferred.\nRequired Skills\nStrong knowledge of civil construction methods and materials.\nExcellent quantity take-off, measurement, and BOQ preparation skills.\nStrong understanding of construction costs and market rates.\nKnowledge of variations, claims, contracts, interim payments, and final accounts.\nProficiency in MS Excel and quantity surveying/commercial software.\nAbility to read and interpret construction drawings and specifications.\nStrong analytical and problem-solving skills.\nGood negotiation and communication skills.\nStrong attention to detail and commercial awareness.\nAbility to work independently and meet project deadlines.\nAt Surbana Jurong, we put talent, hard work, teamwork and a fun workplace together to approach problems and solve them creatively and collaboratively.
