The Resident Engineer is responsible for ensuring that the design intent, project requirements and practicality of construction are effectively integrated and implemented to achieve successful project delivery.\nKEY RESPONSIBILITIES\nAdminister the construction site and camp operations, including management of supervision personnel, oversight of laboratory activities, monitoring of traffic accommodation measures, and environmental compliance.\n\nReview and verify design information and initiate or recommend design amendments where required to ensure successful project delivery.\n\nServe as the primary liaison between the Engineer’s Head Office, Employer, Contractor, Subcontractors, local authorities, utility owners, community representatives, and other project stakeholders.\n\nCoordinate, review, and certify quantity measurements and payment certificates in accordance with the requirements of the works contract.\n\nManage project quality control and financial administration processes.\n\nIssue instructions to the Contractor in accordance with the works contract and specifications.\n\nMaintain effective documentation and record control systems, ensuring up-to-date design drawings and instructions are available to and implemented by the Contractor.\n\nMeasure, analyse, and report on construction progress and programme adherence.\n\nOversee compliance with Occupational Health and Safety (OHS) requirements and environmental management plans.\n\nMaintain Contract Reports, Construction Record Drawings, and Materials Completion Data (MCD) records up to date throughout the construction period.\n\nLead the site supervision team and provide technical guidance to ensure that the works are executed in accordance with the works contract, approved designs, specifications, and applicable standards\n\nRECOMMENDED QUALIFICATIONS, SKILLS AND EXPERIENCE\nBSc, BEng, BTech, or equivalent qualification in Civil Engineering.\n\nProfessional registration with the Engineering Council of Namibia (ECN).\n\nA minimum of 10 years' post graduation experience in civil engineering and construction supervision.\n\nMust have served as Resident Engineer on at least two national road projects.\n\nDemonstrated experience in contract administration, construction supervision, quality management, and stakeholder coordination.\n\nMust be fluent in spoken and written English\n\nKey performance indicators\nCorrect and timely response to Contractor’s submissions and queries.\n\nUp to date record of work and quantities approved.\n\nWeekly measurement of key progress indicators, update of major risks and issues register and quality report.\n\nTimely review and submission of interim payment certificate.\n\nMonthly update on final quantity and cost estimate of the works.\n\nUp to date as-built data (drawings, reports, material completion data).\n\nAt SMEC, we are committed to attracting and developing talented people by providing opportunities to learn, grow, and succeed.
