Senior QS & Billing Expert - Railway Project\nPosition: Senior QS & Billing Expert\nExperience: 10+ Years\nQualification: Bachelor's Degree in Civil Engineering (B.E./B.Tech) from a recognized university.\nLocation: Railway Project Site\nRole Purpose\nThe Senior QS & Billing Expert will be responsible for quantity surveying, measurement, billing, cost monitoring, contract administration, and commercial management of railway civil infrastructure works, ensuring accurate billing and compliance with contract conditions, specifications, and project requirements.\nKey Responsibilities\nReview and verify contractor measurements, RA bills, final bills, and supporting documents.\nPrepare and check detailed quantities, BOQs, rate analysis, and cost estimates for civil and railway infrastructure works.\nMonitor quantities executed at site and reconcile them with approved drawings, BOQ, and contract provisions.\nConduct joint measurements with contractors and site teams and maintain accurate measurement records.\nReview variation claims, extra items, deviation statements, and rate analysis for additional works.\nMonitor project costs, quantities, and expenditure against the approved budget and contract value.\nAssist in contract administration, including interpretation of BOQ, specifications, payment terms, and contractual provisions.\nReview contractor submissions related to claims, extensions of time, escalation, and other commercial matters.\nCoordinate with engineering, planning, construction, and project management teams for timely resolution of billing and quantity-related issues.\nMaintain records of measurements, bills, variations, quantities, and commercial correspondence.\nPrepare monthly commercial reports, cost statements, quantity reconciliation, and billing status reports.\nEnsure compliance with project specifications, contract conditions, Indian Railways/RDSO requirements, and applicable standards.\nSupport the Project Manager in commercial and contractual matters related to railway civil works.\nRequired Skills & Competencies\nStrong knowledge of Quantity Surveying, billing, measurement, BOQ, rate analysis, and cost control.\nGood understanding of civil construction contracts and contract administration.\nProficiency in MS Excel, MS Office, AutoCAD, and quantity/billing software.\nAbility to independently verify contractor bills and assess quantities at site.\nStrong analytical, numerical, documentation, and reporting skills.\nGood communication and coordination skills with contractors and project stakeholders.\nAbility to work effectively in a multidisciplinary project environment.\nPreferred Experience\nMinimum 10 years of experience in Quantity Surveying, Billing, Cost Control, or Commercial Management.\nExperience in railway/metro infrastructure projects will be preferred.\nExperience in civil works such as railway formation, earthwork, bridges, culverts, stations, drainage, and other infrastructure works.\nExperience in EPC/Item Rate/Construction Contracts, contractor billing, variations, claims, and final account settlement.\nKnowledge of Indian Railways, RDSO, Metro Rail standards, SOR/DSR, and railway contract procedures will be an advantage.\nKey Deliverables\nAccurate and timely verification of contractor bills and measurements.\nEffective monitoring and reconciliation of quantities and project costs.\nProper assessment and documentation of variations, claims, and additional works.\nTimely commercial and billing reports for project management.\nCompliance with contractual, technical, and financial requirements.\nEffective support to project management in QS, billing, and contract administration matters.\nAt Surbana Jurong, we put talent, hard work, teamwork and a fun workplace together to approach problems and solve them creatively and collaboratively.
