With a strong presence across Asia, the Middle East, Africa, and beyond, we deliver integrated solutions across the entire project lifecycle-from planning and design to delivery and asset management.\nAbout the Role:\nWe are looking for an experienced Technical Manager - Contracts & Procurement to oversee contract management and procurement activities for major projects, particularly those governed by Saudi government procurement regulations.\nKey Responsibilities:\nLead contract management and procurement activities for government projects.\nManage procurement processes from tender announcement through evaluation, award, and contract signing.\nEnsure compliance with the Saudi Government Tenders and Procurement Law and applicable procurement procedures.\nReview tender documents, contract conditions, procurement submissions, and commercial documentation.\nManage contract administration, variations, change orders, claims, and contractual correspondence.\nDevelop and implement contract management procedures, policies, and best practices.\nMonitor contractual obligations and address commercial and contractual risks.\nCoordinate with clients, government entities, procurement teams, and project stakeholders on contractual matters.\nRequirements:\nBachelor’s Degree in Engineering, Business Administration, Accounting, Construction Management, or a related discipline.\nMinimum 15 years of experience in contract management and procurement for government projects.\nDemonstrated experience in procurement processes, including tendering, evaluation, award, and contract signing.\nStrong knowledge of Saudi Government Tenders and Procurement Law and associated government procurement procedures.\nExperience in contract administration, tendering regulations, variations, change orders, claims, and commercial contract management.\nPrevious experience working with government entities or organisations managing projects subject to Saudi government procurement regulations.\nWhy Join SJ?\nJoin a global, multidisciplinary consultancy shaping sustainable, people-centric environments across 40+ countries.
