The role contributes technical expertise, project and contract administration support, quality assurance, and client engagement, while assisting management and finance functions to achieve project, commercial, and organisational objectives.\nKey Responsibilities and KPIs\nTechnical Delivery, Design, and Quality Assurance\nThe key requirement is demonstrated technical specialisation, specifically in , Civil infrastructure structural design and construction (excluding buildings); and/or Road infrastructure engineering, including transportation, geometric design, pavement engineering and road construction.\n\nDeliver high-quality engineering designs, drawings, models, and technical solutions using Autodesk Civil 3D, CAD platforms, and BIM workflows.\n\nPrepare clear, accurate technical reports and documentation of acceptable technical and presentational quality.\n\nCheck, review, and take professional responsibility for the work of engineers and technicians.\n\nSupervise inspections and checks of constructed works for compliance with designs, specifications, and standards, and propose remedial actions where required.\n\nApply intermediate working knowledge of Building Information Modelling (BIM) within design coordination and project delivery.\n\nMaintain quality assurance processes throughout the full project life cycle. KPIs: Design quality, compliance with standards, rework reduction, audit outcomes, on-time delivery.\n\nProject, Commercial, and Contract Support\nAssist with project budgets, resourcing, outsourcing, and workload planning within the section.\n\nSupport contract administration activities including Works Authorisations, Variation Orders, and claims assessments.\n\nAssess contractor claims and prepare recommendations, rulings, or determinations.\n\nSupport verification of sub-consultant invoices and compliance with contractual deliverables.\n\nWork effectively across multiple projects and contracts concurrently. KPIs: Budget adherence, turnaround time on variations and claims, contract compliance.\n\nLeadership, Supervision, and Coordination\nAssign, coordinate, and supervise work for engineers, technicians, and small project teams.\n\nManage sub-consultants to ensure timely, compliant, and high-quality deliverables.\n\nProvide mentoring and technical guidance to junior staff. KPIs: Team productivity, deliverable quality, staff development outcomes.\n\nClient, Stakeholder, and Business Development Support\nCommunicate with clients on general technical and project-related matters.\n\nPresent and represent technical work internally and externally, including client briefings and technical forums.\n\nDraft technical components of bids and proposals, with commercial support as required.\n\nIdentify and follow through on opportunities for additional work linked to projects.\n\nSupport marketing initiatives, service offerings, and identification of technologies and partners relevant to the Functional Unit.KPIs: Client satisfaction, contribution to bids, opportunity identification.\n\nRecommended Qualifications, Experience, and Skills\nBachelor’s degree in engineering from an accredited institution.\n\nRegistered with the Engineering Council of Namibia (ECN) as a Professional Engineer\n\nMinimum of 10 years engineering experience in a consulting post professional registration\n\nDemonstrable competence in Autodesk Civil 3D and CAD software for engineering design and documentation.\n\nIntermediate working knowledge of BIM principles and workflows within multidisciplinary project environments.\n\nExperience in supervision of engineers, technicians, and site activities.\n\nSound understanding of project management, commercial, and contractual principles.\n\nStrong communication, reporting, and presentation skills.\n\nSMEC is committed to supporting its people by providing opportunities to learn, grow, and succeed.
