SMEC for overall duties\nProject Director - SMEC for company related matters\nPrimary Purpose of the Position\nTo be SMEC's lead contract administration/constructionsupervision representative including acting under delegated authority in its capacity as Engineer for the FSM SRRIP 2 construction supervision consulting services\nKey Responsibilities\nPerform all duties expected of the lead in-country role including but not necessarily limited to:\nEnsuring SMEC compliance with relevant supervision and contract administration obligations of the TOR and in its capacity as Engineer for the civil works contracts\nOn behalf of SMEC, always maintain a good positive working relationship and reputation with the client, their agents, contractors, and all other stakeholders including ensuring all enquires and complaints are professionally handled, and overall communication is well maintained\nProviding ongoing leadership, mentoring, direction, and oversight to the project team\nAddressing all staff performance issues in a prompt and professional manner, including raising of any residual concerns to the Team Leader / Senior Highway Engineer, as appropriate \nPerforming and/or reviewing for the final approval of the Team Leader / Senior Highway Engineer all technical engineering related activities, as required.\nEngineer to Contract\nLead responsibility for administering the civil works in the role of Engineer to the contract(s) The Engineer to the Contract(s).\nOversee all contract sites remotely (unless instructed by the DTC&I that a visit, or a visit to a particular site is warranted)\nHold sufficient powers and authorities of the Engineer\nReview contractual correspondence\nEnsure that, through the REs, the contracts are correctly administered in accordance with the contracts\nSenior Resident Engineer (SRE)\nEnsure that the contracts are correctly administered in accordance with the terms of the contracts.\nSupervise through the AREs construction of the work and order to test and examine any materials to be used or workmanship employed in connection with the works\nLead the construction supervision team on a day-to-day basis\nTrain national consultants in contract administration, assigning roles and responsibilities to engineers attached to the team\nEnsure that the team accomplished all tasks and duties related to construction supervision and contract management of awarded subproject contracts, as delegated by the Engineer.\nTake part in and oversee the monthly site meetings remotely or in the case of Yap, in person, for all Contracts\nThe SRE/TL will be based in Yap\nFor supervision:\nWhere required, support training and/or guidance to other team members \nEnsure that a comprehensive supervision system is in place, adequately updated, and securely stored including all tools necessary for the field and office\nRoutinely and randomly check daily records of the supervision team including inspectors, safeguards team, and project administrator including office record databases \nRoutinely and randomly check daily site supervision work practices of the SMEC supervision team\nFor contract administration activities:\nAttend and where required, chair meetings including ensuring minutes are taken and distributed to attendees\nEnsuring Contractor compliance with their contractual obligations\nWhere required, assessing Contractor claims and making recommendations to Team Leader / Senior Highway Engineer\nFinal review and approval of all Contractor's progress claims, reports, and requests \nReview, amend, and finally approve SMEC's monthly progress reports. For relevant other reports, review/amend and submit to the Team Leader/Senior Highway Engineer for final approval \nFull compliance with:\nThe SMEC Group's Code of Conduct\nThe SMEC Group's Business Integrity Policy\nFurther details refer to SMEC's Approach & Methodology (A&M) document and the client's Terms of Reference (TOR):\nKey Performance Indicators\nSMEC and DoTCI satisfaction with the services provided\nNo negative feedback from the Client, their reps, or Contractor’s personnel.
