We are proud to be a not-for-profit organisation that uses project financing to implement our mission.\n\nJob Summary: The Contracting and Procurement (C&P) specialist is appointed in SNV Uganda’s Contracting and Procurement team within the Operations department. The C&P Specialist supports and monitors the proper implementation of SNV C&P Policy and Procedures across projects and the country office. (S)he is detail-oriented, thorough, organised, and able to prioritise; ensures procurement of goods, works, non-consultancy and consultancy services at the right price, of the right quality, in a timely and efficient manner; managing the database of contracts across the country office. (S)he also supports negotiation, establishes, and administers contracts for SNV Uganda. S/he focuses on ensuring best practice in contracting and procurement across SNV Uganda; identifies and shares risks and learning; applies it in his/her, and broader Operations team, support, and control activities; identifies gaps and areas of improvement as well as, proposes solutions to ensure streamlined and efficient procurement processes. The C&P Specialist supports the Senior Contracting and Procurement Specialist, and the Country Operations interns in the maintenance of, updates and proper filing of documents in SNV Uganda’s ERP site, including relevant contract templates, instructions, and tools.\n\nKey Duties and Responsibilities:\n\nComprehensive contracting and procurement support throughout the acquisition lifecycle.\n\nProvides support to project teams and other stakeholders in the implementation of the C&P Policy and procedures\n\nEnsures compliance throughout including proper record keeping; maintains a strong overview on procurement requirements across teams with the aim of optimising processes\n\nIdentifies risks and learning\n\nProposes improvement and shares information with relevant Operations’ stakeholders.\n\nMonitors follow up on relevant actions.\n\nQuality and timely procurement planning and reporting for decision making and risk management.\n\nSupports the development and maintenance of relevant planning and reporting tools and formats and the compilation of reports.\n\nMaintains and develops reports in SNV systems as required.\n\nPrepares and submits procurement activity reports to management through Country Operations Manager.\n\nTraining\n\nDevelops and delivers training as relevant under the supervision of the Country Operations Manager.\n\nContinuous learning\n\nIdentifies risks, improvements and learning for areas under his/her responsibility.\n\nProactively provides solutions and/or improvements to C & P colleagues.\n\nParticipates in learning initiatives.\n\nDocumentation\n\nMaintains country level contracting and procurement databases and systems.\n\nQualifications, Skills and Experience:\n\nBachelor’s degree in administration, public procurement, purchasing and supply, or other supply chain management related field or equivalent.\n\nMaster’s degree will be an added advantage. A minimum of 10 years of demonstratable, progressive, and relevant experience in procurement.\n\nStrong IT skills including advanced Excel. A proven track record in international development cooperation (project) contracting and procurement.\n\nSolid knowledge of multiple donor compliance requirements on contacting and procurement.\n\nWell grounded, well-seasoned professional. Membership and certification from the Chartered Institute of Purchasing and Supply- CIPS UK.\n\nStrong collaborator and influencer with effective interpersonal skills and analytical skills able to work seamlessly across cultures and organizational units;\n\nCommitment to gender equality and social justice; Experience of working in a multi-cultural environment is essential.\n\nAdditional Information\n\nIntegrity: Adherence to the standards, values and rules of conduct associated with one’s position and the culture in which one operates.
