In this role, the Project Manager will oversee the full project lifecycle, including planning, execution, monitoring, and delivery of Agile software development efforts. Responsibilities include coordinating cross-functional technical teams, managing project schedules and deliverables, mitigating risks, tracking budgets and performance metrics, and ensuring adherence to client policies, regulatory requirements, and Software Development Lifecycle (SDLC) standards. The ideal candidate will excel in stakeholder engagement, team leadership, and delivering high-quality solutions that support mission-critical objectives.\nResponsibilities\nLead and manage multiple complex IT projects and interrelated work streams using Agile project management methodologies and PMI best practices.\nDevelop, maintain, and monitor integrated program and project management plans, schedules, milestones, dependencies, risks, assumptions, and resource assignments.\nProvide overall project governance, oversight, and reporting to Government stakeholders, including status reporting, risk assessments, corrective action recommendations, and executive briefings.\nMaintain project schedules in Microsoft Project and ensure weekly updates reflecting work progress, milestones, resource utilization, and budget status.\nManage project financial performance, including cost and schedule management, Earned Value Management (EVM), invoice support, and reporting requirements.\nCoordinate contractor personnel, technical leads, architects, developers, testers, and stakeholders to ensure successful project execution.\nFacilitate requirements definition, requirements analysis, impact assessments, design reviews, sprint planning, backlog management, and release planning activities.\nIdentify, track, mitigate, and communicate project risks, issues, dependencies, and schedule impacts.\nEnsure compliance with clients security, accessibility, quality assurance, and change management requirements.\nSupport development, modernization, enhancement, production support, disaster recovery, application authorization, and continuous improvement initiatives.\nCoordinate communication among Government leadership, technical teams, business stakeholders, external partners, and subcontractors as applicable.\nEnsure timely delivery of project deliverables, documentation, reports, presentations, and work products.\nQualifications\nBachelor's degree in Information Technology, Computer Science, Business, Engineering, Project Management, or related field.\n7+ years of experience leading large-scale IT software development or application modernization projects.\nDemonstrated experience managing Agile software development projects and cross-functional technical teams.\nProject Management Professional (PMP) certification or Program Management Professional (PgMP) certification required.\nStrong knowledge of PMI PMBOK practices, Agile methodologies, Scrum, project lifecycle management, and Earned Value Management (EVM).\nExperience developing and maintaining detailed project schedules using Microsoft Project.\nExperience supporting Federal Government, or other public-sector IT programs preferred.\nKnowledge of software development lifecycle (SDLC), system implementation, quality assurance, testing, deployment, and production support processes.\nUnderstanding of cloud-based environments such as AWS and enterprise application development environments.\nExperience preparing executive presentations, status reports, risk assessments, project plans, and governance documentation.\nStrong communication, stakeholder management, leadership, problem-solving, and organizational skills.\nAbility to manage multiple priorities and deliver results in a dynamic, mission-critical environment.\nPREFERRED SKILLS:\nAWS, Microsoft Project, Jira, Confluence, SQL Server, Agile Scrum, software modernization programs, Federal compliance frameworks, risk management, and executive stakeholder engagement.\nAbout Us\nSoft Tech Consulting, Inc. is a woman and minority-owned business headquartered in Chantilly, VA.
