of the position\n\nThe Program manager is responsible for implementing and achieving the objectives defined in the operation proposals. \n(S)he is responsible for overseeing operational teams assigned to the program. \n(S)he guarantees the good performance, and the quality of the WaSH & Livelihood program(s) implemented, and, where appropriate, proposes adjustments or developments to ensure relevance. \n\nMore details below:\n\nDiagnosis and project design \nParticipate in the preparation and implementation of diagnostics\nParticipate in the design and the financial dimension of the human and logistical programs to implement \nPrepare the appendixes and technical chapters (of logical framework) of operation proposals \nImplement activities in compliance with the annual business strategy, Solidarity International technical requirements, and donor criteria \n\nImplementation and operational monitoring \nPlan and oversee the implementation of program WaSH/FSL that (s)he is responsible for, both on-time and within the set technical specifications \nPlan the activity or activities WaSH/FSL with the support Departments (administrative, logistics), according to objectives \nPropose and develop indicators for monitoring program WaSH/FSL activities and context \nUse management, activity, results, and context monitoring tools \nRespect SI procedures \nProvide support and advice to the logistics base for the purchase of materials specific to activities WaSH\nAssess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations \nPropose adjustments to programs if necessary \nEnsure the achievement of results of the programs (s)he is responsible for \nSupervise and support responsible business activity WaSH/FSL, monitor and evaluate implemented activities WaSH/FSL\nAnticipate the difficulties associated with conducting activities WaSH/FSL and help solve problems related to programs WaSH/FSL\nPropose program changes according to the changing environment and indicators \nIn collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts \nDevelop the state of needs and the Treasury requests with activity managers \n\nCapitalization\nCompose capitalization documents respecting SI tools \nPrepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters \nGuarantee the dissemination of technical documentation \n\nHRM \nParticipate in validating recruitment for the national technical staff for your department.\nDefine, in conjunction with the administrative service, the requirements for posts WaSH open for application, adapting Job Descriptions to professional guidelines if necessary \nWelcome and brief new employees or volunteers working underneath him/her \nImplement training related to operational requirements WaSH and the identified training needs \nManage/support the team working for him/her \nConduct workshops and regular or ad hoc meetings \nEvaluate and assess the performances of his/her team members\nIdentify potential changes in members of his/her team(s) and provide feedback to the Program Manager / HR Desk Reference\nEnsure his/her team’s compliance with safety regulations \n\nReporting / communications / representation \nMake known all information on the security situation or any event with a possible consequence on SI activities or team security \nWrite reports or appendixes relating to his/her reporting and or funding amendment activities \nEnsure compliance with reporting deadlines and formats \nMaintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies \nAssure Solidarités International’s representation in the meetings or forums concerning the program in his/her place of employment WaSH\nRepresent SI on request and/or delegation \nRespond to the requirements of Headquarters concerning specific needs \nPrepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners \nRequirements\nProfile desired\nStudies:\nBA degree in Water Engineering, Mechanical Engineering, Environmental Engineering, Public Health, Disaster Management, or a related field from an accredited academic institution.\nExperience: \n4-5 years related work experience of which 2-3 years of management experience\nSolid experience gained in livelihood programming, WASH in emergency programming, financial and administrative management including practical experience in implementation of complex water supply systems.\nExperience in writing and budgeting of project proposals preferably for NGOs\nUnderstanding of the importance of gender, youth and social inclusion\nDemonstrated commitment to principles of gender, equity, diversity, inclusion and PSEAH (safeguarding) through previous positions or programming experience.\nLanguages: \nEnglish proficiency is essential; Amharic fluency is essential, other local languages is an asset.\nSkills: \nContext and security analysis, external representation, dialogue with public authorities and
