The Workforce Solutions Manager is responsible for the overall management of the Company's Human Resources, General Affairs, and Promoter Management functions. The role provides direction and oversight while maintaining a hands-on approach to selected HR, administrative, and workforce activities.

The position is responsible for ensuring that the Company's workforce and workplace needs are effectively supported, HR policies and processes are properly implemented, and administrative operations are efficiently managed.

The Workforce Solutions Manager also oversees the Company's outsourced workforce, working closely with and directing external manpower agencies to ensure appropriate deployment, training, attendance, performance, and workforce coverage in accordance with business requirements.

Key Responsibilities

1. Human Resources Management

  • Manage the day-to-day HR function and provide HR support and guidance to management and employees.
  • Take a hands-on role in key HR activities, including recruitment, onboarding, employee relations, performance management, disciplinary matters, and HR administration.
  • Provide guidance to managers and employees on HR policies, employment matters, workplace concerns, and Company practices.
  • Develop, implement, and continuously improve HR policies, procedures, and programs based on business needs.
  • Support management in addressing employee performance, attendance, conduct, and other workplace concerns.
  • Coordinate compensation and benefits administration and other employee programs.
  • Maintain accurate and confidential employee records and ensure timely completion of HR documentation.
  • Monitor compliance with applicable labor laws, regulations, and Company policies and coordinate with Legal or other functions when necessary.
  • Identify HR issues and risks and recommend appropriate solutions to management.

2. General Affairs and Administration

  • Manage the Company's general affairs and administrative functions to ensure smooth and efficient day-to-day operations.
  • Oversee office facilities, supplies, company assets, permits, licenses, and other administrative requirements.
  • Manage relationships with suppliers, contractors, and service providers and ensure that agreed services are delivered effectively.
  • Establish and maintain appropriate administrative policies, procedures, and controls.
  • Monitor administrative expenses and identify opportunities to improve efficiency and manage costs.
  • Provide hands-on support in resolving administrative and workplace matters that require management attention.
  • Ensure that the Company's workplace and administrative services adequately support business operations.

3. Promoter / Outsourced Workforce Management

  • Manage and oversee the Company's outsourced workforce, ensuring sufficient and appropriate manpower coverage based on business and store requirements.
  • Lead and provide direction to the Promoter Management team, ensuring that workforce-related activities are effectively planned, coordinated, and executed.
  • Serve as the primary point of coordination between the Company and the external manpower agencies supplying the outsourced workforce.
  • Oversee and, where appropriate, directly participate in key workforce management activities, including agency coordination, deployment planning, training, performance monitoring, and resolution of workforce issues.
  • Direct and oversee agency partners in the recruitment, deployment, training, scheduling, replacement, and performance management of Promoters.
  • Review workforce reports and performance data and provide direction on actions to improve deployment, productivity, and service levels.
  • Conduct regular performance reviews with manpower agencies and follow up on agreed corrective and improvement actions.
  • Monitor agency compliance with agreed service levels, reporting requirements, and other contractual or operational requirements.

4. Workforce Planning, Reporting and Coordination

  • Work closely with Sales, Operations, Marketing, and other relevant functions to understand workforce requirements and align manpower deployment with business priorities.
  • Monitor workforce levels, vacancies, turnover, attendance, training, and performance.
  • Prepare regular management reports covering HR, General Affairs, and outsourced workforce matters.
  • Analyze workforce trends and recommend measures to improve workforce effectiveness, productivity, and cost efficiency.
  • Coordinate with Finance, Procurement, Legal, and other functions on matters relating to manpower agencies, employee costs, contracts, and compliance.

5. Compliance and Risk Management

  • Ensure that HR, administrative, and outsourced workforce activities are conducted in accordance with applicable laws, regulations, Company policies, and contractual requirements.
  • Maintain appropriate documentation and controls for HR and outsourced workforce processes.
  • Identify potential HR, workforce, operational, and compliance risks and recommend appropriate mitigating actions.
  • Promote consistent implementation of Company policies and standards across employees and outsourced workforce programs.

Qualifications

  • Bachelor's degree in Psychology, Human Resources, Business Administration, Management, or a related field.
  • At least 10 years of relevant experience in Human Resources, workforce management, general affairs, or a related function.
  • Experience in managing outsourced manpower and working with external manpower/service agencies, preferably in retail, consumer goods, sales, or field operations.
  • Good understanding of HR practices, employee relations, and applicable labor regulations.
  • Strong communication, coordination, negotiation, and stakeholder-management skills.
  • Strong organizational and problem-solving abilities, with the capacity to manage multiple functions and priorities.
  • Demonstrated ability to balance managerial oversight with hands-on involvement in key operational activities.
