payroll excellence.\nEssential Job Duties:\nAnalyzes business and technical processes to formulate and develop new and modified business information processing.\nTranslates customer requirements into best fit solutions within the PeopleSoft application and develop processes and documentation that support the Software Development Lifecycle.\nProvide Production Support and partner with business and technical teams to identify and resolve defects leveraging a structured issue resolution methodology.\nDesign, develop, and support PeopleSoft Payroll solutions, including pay calculation, confirmation, garnishments, retroactive pay, and off-cycle processing.\nDeliver solutions using native PeopleSoft functionality, configuration, or custom development as appropriate.\nReview and re-factor existing customized code to improve maintainability, performance, and alignment with PeopleSoft best practices - reducing technical debt and long-term support burden.\nSupport quarterly and year-end activities, including tax updates, W-2 processing, and compliance reporting .\nTroubleshoot and resolve payroll processing errors, system issues, and integrations with external partners (e.g., benefits providers, tax agencies, financial systems).\nCollaborate with HR and Benefits teams to ensure accurate employee compensation, deductions, and benefit calculations.\nDevelop and maintain reports (SQR, PS Query, BI Publisher, nVision) to support payroll operations and audits.\nParticipate in PeopleSoft PUM updates, tax patching, and payroll-related system testing.\nEnsure payroll processes comply with federal, state, and organizational regulations.\nProvide technical support during payroll cycles to ensure accurate and timely payroll delivery.\nDocument technical designs, configuration changes, and payroll process flows.\n Required Qualifications:\nBachelor’s degree in Computer Science, Information Systems, Human Resources Technology, or equivalent experience.\n3+ years of experience with Peoplesoft HCM Release 9.2 Payroll/HR/Benefits or equivalent experience with Oracle and/or Workday.\nIn-depth knowledge of Payroll processes, to include pay calendars, deductions, earnings, garnishments, retro pay, and tax updates.\nStrong SQL and database skills (Oracle preferred).\nSolid understanding of compliance, tax regulations, and audit requirements.\nStrong written and verbal communication skills.\nAbility to work under tight payroll deadlines with strong problem-solving and troubleshooting skills.\nDemonstrated ability to collaborate effectively within a team and adapt to a dynamic, deadline-driven environment.\nAbility to obtain Top Secret clearance.\nPreferred Qualifications:\n2-4 years of experience as a PeopleSoft HCM/Payroll Developer with Federal Payroll and/or HR systems.\nStrong proficiency with PeopleSoft development tools, including:PeopleCode, PeopleTools 8.6x, Application Designer, Application Engine, App Engine Plug-ins, Component Interface, Event Mapping, Drop Zones, Page and Field Configurator, etc.\nSQR / COBOL (payroll batch processes)\nBI Publisher, PS Query\n\nExperience with Fluid UI for Payroll, WorkCenter enhancements, Related Content, Event Mapping\nKnowledge of Leave Management, Base Benefits, and HR integration with Payroll.\nExperience in payroll year-end processing (W-2s, ACA).\nFamiliarity with cloud-hosted PeopleSoft environments.\nExposure to automated testing tools and payroll process automation.\nStrong understanding of payroll security roles, permissions, and audit controls.\nActive Secret clearance with ability to obtain Top Secret clearance.\n Work Environment\nWorking conditions are normal for an office environment with 5 days (M-F) in the office, located at a secured government facility in Charleston, SC. \nFast-paced, deadline-oriented environment requiring flexibility and strong prioritization skills.\nCore time of operation are Monday
