This individual will support construction projects that expand or optimize infrastructure for the Starship Program.\nRESPONSIBILITIES:\nWork directly with key internal stakeholders to develop and implement a comprehensive contract management process that ensures a successful project execution cycle\nCreate sourcing strategies for assigned categories to reduce risk and meet targets for the purchasing department, including, but not limited to, payment terms, cash targets, and cost savings\nDevelop and maintain key internal stakeholder relationships to create strategic sourcing models that optimize the value of products and services that support business unit requirements to maintain continuous cost reduction programs for controllable expenditures\nCommunicate, manage, and drive compliance to category strategies\nIdentify and execute cost reduction projects, including planning, coordinating with stakeholders, estimating completion, and project updates\nPerform advanced quantitative and business process analyses to identify financial impacts of decisions, cost improvement, and performance for assigned categories\nCollaborate with stakeholders to define SLAs and KPIs for suppliers and measure the appropriate criteria, such as: delivery of business results, cost reduction, quality and timeliness of delivery\nConduct research, perform benchmarking, and gather market analysis for assigned categories\nCreate contract documents in collaboration with the legal department\nManage contracts to ensure the performance of the supplier to contract obligations\nUnderstand interrelationships between contracts and terms while applying creativity and sound business reasoning to interpret application of contract to business needs\nMaximize value and cost savings benefits while lowering risk through strategic negotiations\nIdentify and drive year over year cost optimization through reducing usage and eliminating waste within our operations\nEstablish preferred suppliers for assigned categories\nOptimize procurement processes from PO to pay to ensure we are as efficient as possible in our allocation of time and resources to achieve the best possible outcomes for the business in the shortest amount of time\nCreate and implement management programs to develop, continuously improve, manage the performance of, and monitor KPIs of the supply base\nPlace purchase orders and resolve blocked invoices related to assigned categories\nDevelop and lead efforts to reduce number of transactions and for assigned categories\nBASIC QUALIFICATIONS:\nBachelor’s degree and 1+ years of experience working in one or more of the following; or 4+ years of experience working in one or more of the following:\nEngineering\nSupply Chain\nPurchasing\nContract negotiation\nMaterial or production planning\nOperations management\nMaterial cost control\nMaster production scheduling\nPREFERRED SKILLS AND EXPERIENCE: \nConstruction project management experience and/or construction cost estimate experience\nFamiliarity or experience in purchasing or similar procurement related experience\nExperience in industrial engineering, construction management, and/or facilities management\nStrong budget tracking and cost analytical skills\nStrong project management and organizational skills\nExperience managing large scale industrial and commercial construction projects\nStrong contract negotiation and document management skills\nRemarkable problem-solving skills with a bias for speed\nQuick learner and ability to prioritize appropriately to meet customer and company needs\nExcellent customer service skills\nEffective written, verbal, and presentation communication skills\nExceptional analytical and organizational skills\nStrong technical knowledge and skills in current technologies and applications (e.g. MS Office Suite, SQL, PowerBI, etc.)\nAbility to conduct all activities with the highest degree of integrity\nDetail-oriented, self-motivated and able to respond quickly to a fast-moving and ever-changing environment\nADDITIONAL REQUIREMENTS: \nMust be able to travel - up to 20% work week travel may be required\nMust be able to work extended hours and/or weekends as needed to meet major milestones\nThis position is based in Starbase, TX and requires being onsite - remote work not considered\nITAR REQUIREMENTS:\nTo conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
