The agency was established in 2012 and is headquartered in Brussels, Belgium.\nThe NCIA provides a wide range of services, including:\nCyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.\nCommand and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.\nSatellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.\nElectronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.\nInformation Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.\nOverall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.\nThe program\nAssistance and Advisory Service (AAS)\nThe NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.\nTo provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.\nSenior NIRIS Level 3 Support & Interoperability Engineer\nRole ID - 2026-0139\nRole Background\nNCIA requires an experienced engineer to support theNetworked Interoperable Real-\nTime Information Services (NIRIS)software. The role covers Level 3 technical\nsupport, deployments/upgrades, incident and problem management, interoperability\ntesting, and support to NATO and national NIRIS sites.\nThe SOW states that the services are expected to be delivered byone experienced\nsupport engineer.\nRole Duties and Responsibilities\nProvideLevel 3 technical supportfor NIRIS at NATO and national sites.\nInstall, configure, upgrade and verify NIRIS deployments.\nProvide escalation support to Level 1 and Level 2 teams.\nDiagnose and resolve complex incidents and problems and perform root-cause\nanalysis.\nPrepare and validate new NIRIS software versions before deployment.\nPlan, coordinate, execute and report on NATO interoperability test events.\nAct asTest Directorfor assigned interoperability test areas.\nAnalyse interoperability issues involving NIRIS standards and interfaces.\nProvide on-site installation, site enablement, training and workshops.\nSupport security accreditation and User Acceptance Testing (UAT).\nProduce and maintain deployment, support and test documentation.\nThe four main work-package deliverables are:\n1.NIRIS installation, deployment and upgrade support -30%\n2.NIRIS Level 3 incident and problem management -25%\n3.NIRIS interoperability test event support -30%\n4.NIRIS site enablement, training and acceptance support -15%\nEssential Skills\nStrong Level 2/Level 3 technical support and incident/problem management.\nEnterprise server infrastructure, includingOracle and/or HPE server\nplatforms.\nSecure information exchange technologies, includingData Diodes or\ncomparable unidirectional gateway solutions.\nLinux and Windows installation, configuration, upgrades and troubleshooting.\nInteroperability and data-exchange standards in defence/NATO or comparable\noperational C2 environments.\nStrong practical experience withTactical Data Links (TDLs)and military data-\nexchange protocols, particularly:\noLink 16\noJREAP\noOTH-Gold\nInteroperability test planning, execution, analysis and reporting.\nVirtualisation such asVMware ESXi.\nContainerisation such asDocker.\nScripting and automation.\nApplication and system log analysis\nAbility to deliver technical training, workshops and briefings.\nProfessional written and spoken English.\nAbility and willingness to travel to NATO and national sites.\nExperience\nThis is avery senior/specialist requirement. The SOW requires:\nAt least15 yearsof professional experience supporting, deploying or operating\ndistributed software systems.\nAt least10 yearswith enterprise server hardware/infrastructure.\nAt least10 yearsproviding Level 2 or Level 3 support.\nAt least10 yearsinstalling, configuring and upgrading software on Linux and\nWindows.\nAt least15 yearsin interoperability and data-exchange standards, particularly in\ndefence, NATO or comparable operational C2 environments.\nAt least10 yearspractical experience with Tactical Data Links including Link 16,\nJREAP and OTH-Gold.\nAt least10 yearssupporting or executing interoperability test events.\nThe requirement is primarily based on extensive specialist technical experience.\nThe individual must also be anational of a NATO member nation.\nWorking Location\nPrimarily remote, with recurrent on-site work at:\nNCIA The Hague, Netherlands\nNATO sites\nEuropean national NIRIS sites\nWorking Policy\nRemote with required travel/on-site missions.\nThe role requires recurrent scheduled travel for deployments, interoperability test events\nand training. The Contractor must assume at leasttwo on-site missions per year,\npro-rated for the 2026 base period.
