Who we are supporting  

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Solutions Architect

Role Background

TheSolution Architectwill support theNCIA Chief Technology Officein defining the

current (“as-is”) and future (“to-be”) architecture of theNATO Intelligence Enterprise

(NIE)and developing a roadmap for transitioning between them.

The role is strongly focused onenterprise/solution architecture, NATO intelligence

systems, application and technology architecture, stakeholder engagement,

architecture modelling, gap analysis, and strategic technology roadmapping.

The key deliverables are:

“As-is” Minimum Viable Architecture (MVA)

“To-be” Minimum Viable Architecture (MVA)

Gap analysis

High-level implementation/transition roadmap

Role Duties and Responsibilities

Engage with NCIA technical SMEs, Project Managers, Enterprise Architects, and

Segment Architects.

Understand and document current and future system/service capabilities.

Develop a high-level overview of the current NATO Intelligence Enterprise

architecture.

Document existing applications, systems, technologies, dependencies, interfaces,

and interoperability standards.

Develop the futureNIE “to-be” architecture.

Develop an implementation roadmap for transitioning from the current to future

architecture.

Identify technology synergies, gaps, risks, limitations, and opportunities.

Develop architecture models covering:

oApplication Architecture

oBusiness Architecture

oTechnical Architecture

oData/Information Architecture

Conduct approximately20 stakeholder interviewsacross relevant NIE projects

and programmes.

Provide architecture expertise supporting formal architecture reports.

Develop a future architecture that supports simplification, harmonization,

technology reuse, reduced O&M requirements, data-centricity, resilience,

interoperability, and cloud readiness.

IncorporateZero Trustprinciples into the target architecture.

Consider data transfers across different security domains, networks, internet, and

cloud environments.

Support interoperability with NATO nations and federated environments.

Align architecture with NATO STANAGs and open standards where applicable.

Minimize vendor lock-in.

Maximize appropriate use of platform, infrastructure, cloud, and AI services.

Develop gap analysis between current and target architectures.

Define projects, initiatives, dependencies, quick wins, foundational work, and

major transformation activities.

Develop roadmap phases, milestones, timelines, and implementation risks.

Proven experience preparing large and structured architecture/technical

documents.

Experience working in multinational teams.

Educations and Certifications

Required:

MScin:

oor a similar discipline.

Exceptionally, the absence of a university degree may be compensated byat least 6

years of extensive and progressive relevant experiencerelated to the services.

NATO Secret security clearance is required.

Working Location

90% Off-site / Remote

10% On-site at:

NCIA -The Hague, Netherlands, or

Brussels, Belgium

On-site attendance is anticipated to be approximately1-2 days per month, as agreed

with the CTO.

End date:31 March 2027with possibility of extention

NATO Secret clearance required.

Important travel point:normal travel toThe Hague or Brussels for the required

on-site days is at the contractor's expense. Extraordinary purchaser-directed travel

to other locations is handled separately through a contract amendment, including travel

and subsistence costs.
