The agency was established in 2012 and is headquartered in Brussels, Belgium.\nThe NCIA provides a wide range of services, including:\nCyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.\nCommand and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.\nSatellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.\nElectronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.\nInformation Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.\nOverall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.\nThe program\nAssistance and Advisory Service (AAS)\nThe NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.\nTo provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.\nRole ID - BICES-0005 \n Role Background \nThe BICES (Battlefield Information Collection and Exploitation Systems) is an association of independent elements to enable the sharing and exchange of timely intelligence-related information between all NATO member nations, associated partner nations and the NATO organization. BICES capabilities are intended for national, NATO or coalition use, during peace, crisis and war, supporting decision-makers, deployed force commanders and tactical users. The BICES Group Executive (BGX) works as a facilitator maintaining the core network and coordinating the community-wide provision of capabilities and services operated at national/organisational level. BICES offers a number of services to support BICES users using mainly commercial off-the-shelf (COTS), open source but also an in-house developed software. Within BGX, the BICES Support Unit (BSU) is responsible for managing the BICES services across the BICES NATO HQ Element that includes the following CIS functional areas by providing daily operational support: BGX Service Desk, Networking/Communications, Secure Voice & Video telecommunications platforms and Systems/Applications services, SharePoint, Call Manager support. Additionally, the BSU provides general maintenance functions, and quality assurance, and manages customer feedback. The BSU provides support related to IT Incidents, problems and service requests to the BICES NATO HQ Element users. \nThe purpose of this Statement of Work (SOW) is to engage external contractor to staff the BSU. \n\n Role Duties and Responsibilities \nThe incumbent must: \nhave a University degree or an equivalent level of qualification in Information and Communications Technology (ICT) or another related discipline; \npossess minimum 6 years' experience in information, application, technology and system architecture and integration planning, \npossess at least 3 years of experience in projects on design and implementation/integration of ICT; \npossess at least 3 years of experience of software/application lifecycle and have extended experience with integration of commercial software into operational CIS; \npossess at least 3 years of experience in tailoring and integration of IT solutions on business requirements \npossess at least 3 years of experience in VMware based deployments; \npossess at least 3 years of experience in IP based network communication systems; \ndemonstrate strong verbal and written communication skills to address both IT and non-IT/ business audiences; \npossess level V (Advanced) of the English language. \n Desirable \nThe following will be considered an advantage: \nknowledge and expertise in applying/tailoring ITIL practices, in particular for service management; \nability to motivate and coordinate team members of different expertise to achieve a common goal; \nexperience in CIS governance, policy making and standardisation; \nexperience in programming or adopting software and/or software modules; \nexperience with meta-languages, like XML and HTML; \nexperience in security certification and accreditation for classified CIS within NATO and Multinational programmes; \nfamiliarity with the NATO civilian and military structure and responsibilities;
