team, ensuring that institutional knowledge, Planning, Programming, Budgeting, and Execution (PPBE) processes, business rules, and integration requirements are effectively translated into the modernized solution.\nThe Software Development Manager will collaborate with program technical leads, solution architects, and VA stakeholders to help shape the technical direction of the solution, support the adoption of SaaS and AI-enabled capabilities, and serve as a client-facing technical representative.\nRESPONSIBILITIES\nLead and oversee day-to-day software development activities across multiple Agile workstreams, ensuring teams remain focused on assigned priorities, technical requirements, and delivery milestones\nProvide technical leadership, mentoring, and oversight to developers and integration engineers, promoting development best practices, code quality, automated testing, CI/CD, and configuration management\nMonitor development progress, identify potential delays, technical challenges, and resource constraints, and work proactively with technical leads to implement corrective actions and maintain delivery momentum\nIdentify, assess, and escalate development risks and issues to program leadership, recommending mitigation strategies and coordinating resolution efforts\nCollaborate with the Program Manager, Scrum Master, and technical leads to manage development dependencies, address obstacles, and support recovery plans when activities are at risk\nWork closely with solution architects and technical leads to help establish and drive the technical direction of VIPPS, evaluating implementation approaches and ensuring alignment with business and technical requirements\nServe as a technical liaison between VA business stakeholders, legacy system subject matter experts, and the implementation team, translating PPBE processes, business rules, and operational needs into actionable technical solutions\nGuide the development and configuration of application functionality, workflows, business rules, APIs, system interfaces, and ETL processes supporting integration with VA enterprise applications and authoritative data sources\nCollaborate with platform specialists to evaluate and incorporate SaaS capabilities, including AI-powered analytics, automation, and decision-support functionality, where appropriate\nServe as a client-facing technical representative, participating in VA meetings, providing development status updates, clarifying requirements, and supporting technical discussions and demonstrations\nSupport technical troubleshooting, defect resolution, and release readiness while ensuring development activities align with applicable VA security, accessibility, architecture, and quality standards\nQUALIFICATIONS\nBachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field, or equivalent professional experience\n10+ years of experience in software development, systems engineering, or related technical disciplines\n4+ years demonstrated experience leading software development teams, technical projects, or enterprise application implementations\nStrong understanding of software development lifecycles, application architecture, and enterprise integration methodologies\nExperience with APIs, system interfaces, data integration, or ETL processes\nExperience collaborating with technical teams and business stakeholders to implement solutions supporting complex business requirements\nFamiliarity with Agile development methodologies and collaborative development practices\nStrong analytical, problem-solving, communication, and technical decision-making skills\nDemonstrated ability to engage directly with customers, communicate technical information, and support requirements clarification and solution discussions\nPreferred Qualifications\nExperience supporting VA or other federal government IT programs\nKnowledge of federal financial management, budgeting, or PPBE processes\nFamiliarity with VA enterprise systems, legacy financial applications, and associated interfaces\nExperience implementing, configuring, or supporting SaaS-based enterprise applications\nExperience with OneStream or similar enterprise financial planning, budgeting, or performance management platforms\nFamiliarity with AI-enabled enterprise applications, AI/ML technologies, or integrating AI capabilities into business workflows\nExperience modernizing legacy applications and migrating to modern enterprise platforms\nFamiliarity with CI/CD practices, DevSecOps tools, automated testing, and release management\nExperience working in Agile/Scrum environments and using tools such as Jira or Azure DevOps\nUnderstanding of federal security, compliance, and authorization requirements, including FedRAMP and VA Authority to Operate (ATO) processes\nWORKING CONDITIONS\nStandard Business hours are Monday through Friday. Occasional extended or weekend hours may be required based on operational needs. . Must have reliable internet service that allows for effective telecommuting.\nPAY RANGE\nThe base salary range for this position is $135,000 to $150,000 annually, depending on geographic work location, relevant experience, skills, education, internal equity, security clearance, and contract requirements.
