The Program Manager will direct contractor and subcontractor personnel, oversee program performance, and ensure all requirements are completed accurately, efficiently, and in accordance with contract requirements. This position serves as the primary management interface between Spry and Government stakeholders and must have the authority to make decisions and commit company resources in response to program needs.\nWhat Your Day-To-Day Looks Like (Position Responsibilities):\nProvide overall management, direction, administration, quality control, and leadership for contractor and subcontractor personnel.\n\nEnsure IT and cybersecurity activities align with mission requirements and strategic objectives.\n\nManage program scope, staffing, schedule, cost, resources, risks, performance, and deliverables.\n\nEstablish and maintain program governance, performance tracking, status reporting, and stakeholder communication processes.\n\nOversee staffing and manpower requirements across diverse technical skill sets and labor categories.\n\nMonitor financial and operational performance using established metrics and reporting.\n\nDevelop and maintain the Program Management Plan, Stakeholder Communication Plan, Risk Management Plan, staffing matrix, organizational chart, and supporting procedures.\n\nCoordinate Government and contractor communications and provide timely visibility into technical, contractual, personnel, resource, and programmatic risks.\n\nLead program meetings, including kickoff and monthly technical status meetings.\n\nPrepare and deliver monthly status reporting covering task progress, staffing, risks, corrective actions, schedules, travel, and required Government actions.\n\nManage quality assurance and ensure contract deliverables meet applicable standards and requirements.\n\nSupport transition-in and transition-out planning, knowledge transfer, workforce continuity, and surge requirements.\n\nEnsure required personnel training, certifications, security requirements, and workforce documentation remain current.\n\nAssist the Government with applicable financial and business processes without performing inherently governmental functions.\n\nWhat You Need to Succeed (Minimum Requirements):\nTS/SCI clearance eligibility.\n\nActive Project Management Professional certification.\n\nAt least 10 years of experience managing a project or program of similar size and complexity.\n\nAt least five years of experience overseeing and determining manpower requirements for programs involving diverse technical skill sets and labor categories.\n\nAt least five years of experience performing financial and performance monitoring of contracts, including the use of performance metrics.\n\nDemonstrated authority to make organizational decisions, commit company resources, and respond to Government concerns and program requirements.\n\nIdeally, You Also Have (Preferred Qualifications):\nExperience managing large DoW IT, cybersecurity, cloud, infrastructure, DevSecOps, or enterprise modernization programs.\n\nExperience managing geographically distributed personnel, subcontractors, and multidisciplinary technical teams.\n\nFamiliarity with the Risk Management Framework, Authorization to Operate processes, DoW cybersecurity requirements, and DoW 8140 workforce compliance.\n\nExperience overseeing firm-fixed-price programs with formal deliverables, service-level requirements, and performance metrics.\n\nExperience managing program transitions, staffing continuity, risk management, and customer communications","description_format":"text","description_chars":3662,"description_truncated":false,"requirements":{"experience_years_min":10,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":null,"security_clearance":true,"languages":[]},"benefits":[],"hiring_locations":[],"hiring_excludes":[],"relocation_offered":false,"industries":["Information Security","IT Consulting & Digital Transformation"],"lifecycle":[{"event":"open","at":"2026-09-26T20:33:23Z"}],"liveness":{"score":90,"band":"hot","label":"Hiring now","p_open":1,"p_active":0.903,"p_room":1,"age_days":3,"expected_fill_days":43,"reasons":["conf:5","velocity","win:early"],"computed_at":"2026-09-30T05:45:00Z"},"pay":{"stated_usd_annual":225000,"is_top_pay":false},"html_url":"https://alion.io/job/spry-methods-inc-technical-program-manager-tssci-3","json_url":"https://alion.io/job/spry-methods-inc-technical-program-manager-tssci-3.json","meta":{"generated_at":"2026-10-01T01:01:58Z","cache_seconds":300,"methodology":"https://alion.io/methodology","terms":"https://alion.io/terms","contact":"https://alion.io/contact","api":"https://alion.io/developers","usage":{"tier":"crawler","counted_by":"address","units_charged":1,"used_today":809,"day_limit":5000,"remaining_today":4191,"minute_limit":60,"resets_at":"2026-10-02T00:00:00Z"}}}
