The ideal candidate will have extensive experience in technology modernization, SaaS implementation, procurement planning, vendor management, and digital transformation.\nKey Responsibilities:\nLead large-scale technology modernization and digital transformation initiatives.\n\nDevelop and maintain project roadmaps, implementation strategies, project plans, and workplans.\n\nAssess current-state systems, business processes, organizational readiness, and modernization requirements.\n\nSupport procurement planning and prepare RFI, RFP, SOW, and related procurement documentation.\n\nCoordinate vendor evaluations, vendor selection, contract negotiations, and vendor performance management.\n\nEstablish governance structures, decision-making frameworks, reporting processes, and escalation procedures.\n\nCoordinate cross-functional teams across business, finance, procurement, policy, and IT.\n\nPrepare executive briefings, project status reports, strategic recommendations, and management presentations.\n\nIdentify project risks, dependencies, resource requirements, and critical decision points.\n\nSupport organizational change management, business process improvements, and SaaS implementation planning.\n\nDevelop project charters, risk registers, issue logs, implementation frameworks, and other essential project artifacts.\n\nEnsure stakeholder alignment and facilitate executive-level decision-making.\n\n 15+ years of project management experience leading large-scale initiatives.\n\nSignificant experience leading technology modernization or digital transformation projects involving SaaS vendors.\n\n10+ years of experience in procurement planning and complex technology procurement.\n\nProven experience in vendor selection, contract negotiations, and multi-vendor environments.\n\nStrong understanding of project management methodologies, systems implementation, and organizational change management.\n\nExperience preparing project plans, charters, status reports, risk registers, and executive briefings.\n\nExcellent written and verbal communication skills.\n\nStrong critical-thinking, analytical, stakeholder-management, and problem-solving skills.\n\nProficiency in Microsoft Project or equivalent project management tools.\n\nProject management certification or successful completion of a recognized project management curriculum is mandatory at the time of submission.\n\nPreferred Qualifications\nPrior state government experience.\n\nExperience with government program systems.\n\nExperience migrating legacy systems to SaaS platforms.\n\nKnowledge of cloud-based platforms, modular procurement strategies, and Agile delivery approaches.\n\nExperience establishing governance frameworks for large-scale modernization
