Description of Work
Disability Determination Services is responsible for adjudicating disability applications under Social Security, Supplemental Security Income, and Medical Assistance programs. Applications are forwarded to Disability Determination Service (DDS) from local Social Security offices or in the case of Medical Assistance claims, from the County Department of Social Services. Agency personnel are responsible for obtaining medical and vocational information on applicants.The primary purpose of the Consultative Examination Control Unit (CEC) is to schedule appointments for consultative examination (CE) requests for disability applicants and to review and approve the reports for payment once the examination is completed and received from the medical facility. The medical examinations are requested by the NC DDS Case Processing Units to assist in the adjudication of Medicaid, SSI and SSDI Social Security Claims. The unit is responsible for providing timely, accurate and knowledgeable support to the 300+ Disability Analysts in the agency, for any need involving claims that require a consultation with a medical consultant.
The unit prepares and maintains electronic files that contain accurate and detailed information on the 750+ medical consultants and facilities recruited throughout the state to perform disability evaluations. The unit provides information to agency staff regarding specific scheduling procedures, payment requirements and availability of specific tests throughout the state. The unit provides guidance to the operations staff to ensure accurate CPT and ICD 10 code selections are correct when scheduling appropriate examinations and ancillary tests. This information is critical to the proper processing of complete and accurate disability decisions and ensuring the fiscal integrity of payments to our select panel of medical consultants.
The primary purpose of the Consultative Examination Control (CEC) Assistant Supervisor position is to provide technical and supervisory guidance, training to CEC staff that process payment, schedule, and check-in medical examination requests for Disability Analysts. This position acts as a skilled negotiator and is adept in resolving complex issues regarding questions concerning past and present Consultative Examinations (CE) for a panel of 750+ active medical consultants, hospitals, and related facilities throughout the state. The CEC Unit schedules an average of 106,000 Consultative Examinations per year.
The CEC Assistant Supervisor has daily interaction with the Professional Relations Office (PRO), unit supervisors, agency analysts, unit staff and medical facilities to resolve payment or scheduling issues. In the absence of the CEC Supervisor, the CEC Assistant Supervisor maintains daily and weekly reports received from the unit in an Excel program. This information is maintained by the CEC Supervisor to determine work performance statistics for unit staff.
The CEC Assistant Supervisor prepares weekly reports of CE statistics, along with a weekly account of Broken appointments and forwards to the Executive Management Team for their review in the absence of the CEC Supervisor. The CEC Assistant Supervisor also assists the CEC Supervisor with preparing a Consolidated File Report monthly, which documents the number of CEs that are scheduled and cancellations, along with a percentage of broken appointments for the month to present at the monthly Executive Management meeting. This position in the Consultative Examination Control (CEC) Unit of DDS is also responsible for supervising, training and providing oversight to staff who schedule and check in medical appointment requests for disability analysts.
The CEC Assistant Supervisor assist the CEC Supervisor with interviewing and hiring staff, evaluating performance, establishing priorities, organizing resources, and coordinating and monitoring the workflow of the unit. This position maintains scheduling calendars and resolves issues associated with scheduling. This position is also responsible for the check in of consultative examination reports and payment issues; trains staff on the consultative process and related procedures; monitors and tracks scheduling and check in activity, responds to inquiries from medical facilities and interoffice agency staff to include management, the Professional Relations Unit and DHHS Accounting.
The CEC Assistant Supervisor serves as the assistant point of contact for the unit, provides assistance and information for all CEC related activities to the Social Security disability process and is required to act in the full range of supervisory functions for this unit in the absence of the CEC Supervisor.

About Disability Determination Services:
The Division of Disability Determination Services (DDS) makes medical determinations for Social Security and state Medicaid Disability claims. Social Security Disability claims are initially processed at local SSA field offices, and the case is sent to DDS to evaluate disability. DDS is responsible for obtaining medical evidence and making the initial determination on whether a person, or a claimant, is disabled or blind under the law.
