Description of Work

The Office of Emergency Medical Services (OEMS) is a section within the Division of Health Service Regulation, whose mission is to foster coordinated systems of care and ensure public safety through the education and support of EMS personnel & community partners. This mission is achieved through both regulatory oversight and technical assistance to Emergency Medical Services (EMS) systems statewide, ensuring that the systems are following general statutes and the administrative rules of the NC Medical Care Commission.

The Mobile Integrated Health (MIH) Manager provides statewide leadership for the development and advancement of MIH in North Carolina. The position establishes statewide strategy, standards, partnerships, and infrastructure while supporting locally responsive rural, urban, hospital-based, public health, behavioral health, and EMS-based programs.

The manager serves as the Office of Emergency Medical Services’ primary MIH subject matter expert and advocate, working with state leaders, policymakers, payers, healthcare systems, EMS agencies, and community partners to expand and sustain MIH. The position oversees more than 40 state-supported EMS programs, including grant administration, technical assistance, performance monitoring, site visits, stakeholder meetings, and development of statewide guidance and educational resources.

The manager also leads data collection and analysis to evaluate patient outcomes, healthcare utilization, program costs, cost avoidance, and return on investment. Findings are used to guide policy, funding decisions, quality improvement, and statewide expansion. The position supervises two staff members and does not provide direct patient care.

Key responsibilities include statewide program strategy, advocacy and stakeholder engagement, data analysis and evaluation, policy and guidance development, sustainable funding, grant and financial oversight, quality improvement, and staff supervision.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $67,122.00 - $117,465.00

Recruitment Range: $67,122.00- $95,127.00

  • Ability to develop clear guidance documents, reports, and program resources that translate policy, regulatory requirements, and best practices into practical implementation tools for EMS agencies.

  • Ability to collect, interpret, and present complex program data in reports, summaries, and presentations to support program oversight, decision-making, and strategic planning.

About the Rural Health Transformation Program

NC Rural Health Transformation Program is a statewide program led by NCDHHS to transform rural health care delivery, improve health outcomes, and ensure sustainable access to care for nearly 3 million rural North Carolinians. The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS).

The main goals of the program are to:

  • Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.

  • Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.

  • Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
