The North Carolina State Highway Patrol's primary mission is to reduce collisions and make the highways of North Carolina as safe as possible. The NCSHP has more than 1,600 troopers who cover nearly 80,000 miles of North Carolina roadways, more than any other state except Texas. In addition to enforcing the state's traffic laws, state troopers also guide traffic during hurricane evacuations, re-route traffic around hazardous chemical spills, and they stand ready should any act of terrorism occur. Description of Work

Are you an organized, solutions-oriented professional who enjoys bringing people and projects together? The North Carolina Highway Patrol (NCSHP) is seeking a Project Manager to serve as a liaison between the NCSHP operational teams and Engineering.

Knowledge Skills and Abilities/Management Preferences

.Key Responsibilities

  • Communication and consultations with regional operations staff, conducting feasibility and cost analysis studies, project management and contract administration of small to mid-range projects.

  • Coordinating project priorities and contracting out the design and construction of projects, reviewing and approving projects for construction, inspecting construction projects in progress to ensure code compliance and conformance to plans and specifications, troubleshooting and analysis of complex maintenance related problems, and participating in the selection of regional maintenance personnel.

  • Exercises a high level of independent decision-making affecting many service areas, departments/units and long-term programs and projects.

  • Responsible for ensuring efficient operations and adherence to policy and procedures as well as the coordination of resources.

Recruitment Range: $63,927-$105,000 Annually

  • Knowledge of the principles, practices, and theories of construction methodologies, of construction management, and engineering or architecture.

  • Knowledge of codes, laws and ordinances including the North Carolina State Construction Office Manual pertaining to the construction and renovation of buildings and facilities.

  • Ability to review the design of consultants, and to read and interpret all related plans and specifications.

  • Ability to troubleshoot building systems, estimate costs, to manage and inspect construction projects, and to technically direct others and to review and evaluate their work.

  • Ability to communicate effectively both orally and in writing, and to establish and maintain effective working relationships

Minimum Education and Experience

Bachelor’s degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution

AND

two (2) years of related experience in construction project management,

OR

an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Engineering is the State Highway Patrol’s (SHP) capital program manager, and manager of physical plant operations. This physical plant constitutes approximate 175,000 square feet of building space largely situated in Raleigh, NC (100,000 SF) and other sites distributed across the State that includes co-located space with the NCDOT or leased space of 50,000 SF.Portfolio also includes critical VIPER communications sites. A full range of architectural, engineering and construction services is rendered to SHP. The mission of these services is to ensure that the Department’s physical plant is designed, constructed, operated, and maintained in an optimal and safe manner, while satisfying the needs of the end users. Engineering manages the design, construction, renovation and repairs, maintenance programming, real and leased property, and budgetary planning and management for these various functions.

Veteran’s and National Guard Preference
