The Program Manager will be responsible for overall contract execution and will serve as SteerBridge’s primary point of contact for the government customer.\nThis individual will oversee contract financials, staffing, schedules, deliverables, quality, risk, subcontractors, compliance, and performance reporting. The ideal candidate will have direct contractor-side experience managing federal contracts-not solely government acquisition oversight or general operational leadership.\nThis position is contingent upon SteerBridge receiving the contract award.\nKey Responsibilities\nServe as SteerBridge’s primary point of contact for the Contracting Officer, Contracting Officer’s Representative, government Program Manager, and other customer stakeholders, maintaining strong communication and customer relationships.\n\nMaintain overall accountability for contract performance, including scope, cost, schedule, staffing, quality, risk, deliverables, and customer satisfaction throughout the program lifecycle.\n\nLead program planning, execution, monitoring, reporting, and closeout, maintaining program management plans, schedules, risk registers, staffing plans, status reports, and other required contract deliverables.\n\nManage contract financial performance, including budgets, forecasts, invoicing, cost controls, profitability, and the financial performance of subcontractors, consultants, and vendors.\n\nLead program staffing and workforce management, including recruiting, onboarding, retention, performance management, and personnel allocation, while ensuring compliance with contractual labor-category, clearance, education, certification, and experience requirements.\n\nOversee quality and performance management, including the Quality Control Plan, contract requirements, performance standards, milestones, reporting deadlines, corrective and preventive actions, and activities supporting strong CPARS performance.\n\nPrepare for and lead government performance reviews, program reviews, contract-status meetings, scope analysis, contract modifications, change management, and responses to customer requests.\n\nCoordinate with corporate leadership, recruiting, human resources, finance, contracts, security, operations, and external partners to ensure compliance with applicable federal acquisition requirements, company policies, security procedures, and contractual obligations.\n\nRequired Qualifications\nEligibility requirements: U.S. citizenship is required for this position under applicable federal contract requirements.\n\nBachelor’s degree in Business, Program Management, Finance, Logistics, Engineering, Public Administration, or a related field.\n\nActive Project Management Professional (PMP) certification.\n\nSignificant experience managing federal government contracts or task orders as a contractor Program Manager, with responsibility for staffing, deliverables, schedules, quality, risk, and customer relationships.\n\nExperience leading multidisciplinary teams in complex federal environments and coordinating across government customers, internal stakeholders, subcontractors, and teaming partners.\n\nDemonstrated experience managing contract financials, including budgets, forecasts, invoicing, cost controls, and subcontractor performance.\n\nStrong knowledge of federal contracting requirements and FAR/DFARS-based contract execution, including contractual reporting, government performance reviews, CPARS, and corrective-action planning.\n\nStrong leadership, organizational, analytical, problem-solving, and written and verbal communication skills.\n\nAbility to work onsite or in a hybrid capacity in the Washington, DC/Northern Virginia area, based on final contract requirements.\n\nPreferred Qualifications\nActive Secret or TS/SCI security clearance.\n\nExperience supporting Headquarters Marine Corps, the Department of the Navy, or another Department of Defense organization, including experience managing classified federal contracts.\n\nExperience managing federal contracts valued at $20 million or more and overseeing multiple subcontractors, task orders, or geographically dispersed teams.\n\nFamiliarity with Quality Control Plans, Contract Data Requirements Lists (CDRLs), integrated master schedules, earned value management, and formal government program reviews.\n\nMaster’s degree in Business, Public Administration, Program Management, or a related discipline.\n\nProposal-Contingent Notice\nThis position is being recruited in support of an upcoming federal proposal.
