{"id":2738779,"url":"https://alion.io/job/sto-building-group-preconstruction-manager-lsc","title":"Preconstruction Manager - LSC","company":{"id":1911719,"name":"STO Building Group","domain":"stobuildinggroup.com","url":"https://alion.io/company/stobuildinggroup","size_band":"5000+","is_staffing_agency":false,"employer_type":"direct","is_intermediary":false,"listed_via":null,"ats_vendor":"Oracle","truth_index":{"grade":"B","score":83,"open_postings":9,"ghost_share":0,"stale_share":0.667,"repost_share":0,"time_to_fill_p50_days":46,"computed_at":"2026-10-25T05:49:26Z"}},"role":"Operations","role_family":"Operations","seniority":"senior","employment_type":null,"work_mode":"on_site","remote_scope":null,"remote_scope_basis":null,"remote_working_hours":null,"hiring_geo_confidence":"structured","locations":["Irvine, United States"],"countries":["US"],"hiring_countries":[],"hiring_countries_total":0,"salary":{"min":175000,"max":225000,"currency":"USD","period":"year","gross":null,"usd_annual":225000},"salary_estimate":null,"experience_years_min":5,"visa_sponsorship":false,"relocation_package":false,"has_equity":true,"technologies":[],"status":"live","first_seen_at":"2026-10-16T19:27:06Z","employer_posted_date":"2026-10-16","last_verified_at":"2026-10-25T06:49:24Z","board_verified":true,"closed_at":null,"days_open":8,"trust":{"level":"ok","repost_count":null,"flags":[],"days_open":8},"description":"Summary\nThe Preconstruction Manager has primary responsibility for the SBU’s (Strategic Business Unit) pre-construction activities.\nDuties\nChampions “The Layton Way” by delivering predictable outcomes for internal teams, external teams, and customers.\nEnsures that “Constructing with Integrity” is delivered by working with honesty, unity, safety, and quality of work. \nProvide leadership for estimating and planning support personnel.\nMonitor project budgeting and buy-out processes to ensure reliable information is available for estimates.\nFacilitate communication of cost history to ensure on-going evaluation of pricing information for better cost modeling and estimating.\nMonitor planning support processes to ensure efficient and effective use of resources.\nInterface with marketing to ensure consideration of all relevant information, issues, and brand name recognition.\nAssist in the evaluation, planning and execution of new scope of services and profit centers.\nMonitor productivity and cost control on SBU projects.\nAttend project review meetings and facilitate solutions to budget problems as required. \nPlan and implement training for SBU estimators and business development professionals.\nIdentify and procure profitable projects by overseeing all business development activities, including customer relationships, networking, performing public relations activities, maintaining client database and executing the client matrices.\nOversee all sales activities, including identifying and pre-qualifying leads, working on procurement strategies, developing proposals, responding to RFQ’s, SOQ’s and RFP’s.\nEstablish goals, procedures, systems and tools used to accomplish sales/marketing tasks for the SBU.\nCommit the company in the project procurement process with respect to SBU projects.\nThis position supervises Estimating and Business Development activities and personnel and therefore takes on the successes and failures of the team. \nEmployee will work with the Business Unit Executives, Estimating and Planning Support Personnel, and clients.\n\nOther related duties as assigned.\n\nQualifications\nBS in Construction Management, Marketing and/or Communication or related field or an equivalent combination of education and experience.\n\nFive years construction-related experience.\n\nAbility to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations.\n\nAbility to write reports, business correspondence and procedure manuals.\n\nAbility to effectively present information and respond to questions from groups of managers, clients, customers and/or the general public.\n\nAbility to define problems, collect data, establish facts and draw valid conclusions.\n\nProficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.\n\nPrioritize, organize and delegate assignments.\n\nExperience with CMiC preferred.\n\nKnowledge of estimating software preferred.\n\nThe full salary range for this position $175,000 to $225,000.
