Essential duties and responsibilities may include, but are not limited to, the following:\nReviews and evaluates construction, subdivision, and site plans for compliance with the City’s standards and with current and long-range water, wastewater, drainage, and transportation plans.\nCoordinates current and long-range utility systems engineering and planning with Georgetown Utility Systems.\nAssesses water, fire flows, and wastewater availability using the city's computer modeling software and consultants.\nSchedules and oversees field inspections for all private development infrastructure construction. Coordinates with infrastructure inspectors. Conducts pre-construction conferences. Facilitates and drives resolution of design and construction issues. \nServes as project coordinator and as the point of contact for the applicant and both internal & external customers. Manages projects. \nPrepares Development Review Committee memos and other staff reports. \nProvides notifications and makes presentations to Boards, Commissions, and City Council. \nAddresses fiscal surety and recordation of final documentation. \nEnsures that both internal and external deadlines are met. \nMaintains current case files, project status reports, copies of memos/notes, and file closure; maintains a project tracking system of active projects and all other required documents necessary for project management.\nEnsures that risk management occurs; facilitates resolution of issues and applicant concerns; assures all applicable Federal, State, and Local requirements are met. \nMeets with developers, consultants, and contractors to review development and construction progress, specifications, and construction drawings. \nMeets with various department personnel and the general public to respond to inquiries, including locating existing utilities.\nAttends pre-construction and project coordination meetings.\nAssists with training as directed.\nPerforms other duties as assigned or required.\nMINIMUM QUALIFICATIONS:\nEducation, training and Experience Guidelines\nUtilities Engineer - E.I.T.: Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering. Two (2) years of full-time experience in Public Utilities operations and/or development with experience in water system modeling.\nUtilities Engineer - P.E.: Bachelor’s degree from an accredited college or university with major coursework in Civil Engineering. Five (5) years of full-time experience in Public Utilities operations and/or development with experience in water system modeling.\nKnowledge of:\nMicrosoft Office (Word, Excel, PowerPoint, Outlook, etc.).\nInternet browser, email, desktop and portable devices, iPad.\nLevel, transit, city vehicle, GPS equipment, computer, radio, and handheld tools.\nCalculators, plotters, Copiers, Scanners.\nGIS, CAD, HEC modeling software and various other engineering software, preferred.\nSkill in:\nCivil engineering analysis of drainage, street design, water and wastewater systems.\nReading engineering plans, specifications, standard details, regulations, plats and engineering reports.\nWriting staff reports, review memos, letters, and city regulations.\nProviding excellent customer service through telephone, e-mail, and face-to-face interactions.\nCoordinating multiple tasks, obligations, and deadlines.\nMeeting deadlines and following up on action items.\nUse of various office machines: computer, mobile devices, fax machine, multi-line phones, printers/copiers/scanners/plotters, etc.\nSafely operating a motor vehicle in construction environments.\nReading contract documents, construction drawings, and specifications.\nPerforming basic mathematics - algebra and geometry.\nInterpreting policies and procedures.\nUnderstanding city ordinances, policies, procedures, and OSHA regulations.\nWater, wastewater, streets, and drainage construction methods.\nOperating in both team environments and individually.\nPublic presentation/speaking.\nEffective communication with a wide range of customers.\nLICENSES AND CERTIFICATION REQUIREMENTS\nValid Class \"C\" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.\nEngineer-in-Training (E.I.T) License in Texas (within 6 months of hire).\nPHYSICAL DEMANDS AND WORKING ENVIRONMENT\nStanding, walking, sitting, driving, lifting, carrying, use of foot controls. Manually carrying or lifting up to 40 lbs.\nWork is primarily indoors - office environment.
