This leadership role will support some of the nation's most complex and high-profile aviation programs, including airport expansions, terminal developments, airside improvements, baggage handling systems, landside infrastructure, maintenance facilities, and capital improvement programs.\nThe Senior Project Controls Manager will serve as a trusted advisor to project teams and clients, providing strategic leadership for all aspects of project controls, including cost management, scheduling, forecasting, risk management, change management, performance reporting, and project analytics. This individual will play a critical role in helping clients successfully deliver major aviation infrastructure investments while supporting the continued growth of STV's national aviation practice.\nThe ideal candidate combines strong technical project controls expertise with exceptional leadership, client relationship management, and business development capabilities.\nResponsibilities\nStrategic Project Controls Leadership\nLead project controls functions across large-scale aviation programs from planning and design through construction, commissioning, and closeout.\nEstablish and implement project controls governance frameworks, procedures, standards, and best practices.\nServe as the primary project controls advisor to project managers, program executives, clients, and stakeholders.\nDevelop integrated project controls strategies encompassing cost, schedule, risk, forecasting, and performance management.\nIdentify and proactively mitigate project risks, opportunities, and performance challenges.\nCost Management & Financial Controls\nDirect the development and management of project budgets, forecasts, cash flow analyses, and cost reports.\nPerform cost trending, earned value analysis, variance analysis, and estimate-at-completion forecasting.\nReview contractor payment applications, change orders, estimates, and cost proposals.\nSupport contingency planning, financial reporting, and executive decision-making.\nEvaluate project performance and recommend corrective actions when necessary.\nScheduling & Performance Management\nOversee development, maintenance, and analysis of complex CPM schedules utilizing Primavera P6 and related tools.\nReview contractor schedules and monitor compliance with project requirements.\nAnalyze critical path activities, schedule risks, float consumption, and recovery plans.\nDevelop and maintain integrated master schedules for major aviation programs.\nEstablish and monitor key performance indicators (KPIs) and project controls dashboards.\nRisk & Change Management\nLead project risk identification, assessment, mitigation planning, and monitoring activities.\nFacilitate risk workshops and maintain comprehensive risk registers.\nEvaluate schedule and cost impacts associated with proposed project changes.\nSupport claims avoidance, dispute resolution, and change management processes.\nCollaborate with project teams to implement effective corrective action strategies.\nClient & Stakeholder Management\nDevelop and maintain strong relationships with airport authorities, airlines, program management teams, contractors, and design partners.\nDeliver executive-level project controls reporting and presentations.\nSupport governance meetings, executive briefings, and client reviews.\nServe as a trusted advisor for project performance, program controls strategy, and delivery excellence.\nTeam Leadership & Business Development\nMentor and develop project controls professionals, schedulers, cost engineers, and analysts.\nSupport recruitment, workforce planning, and professional development initiatives.\nContribute to proposal development, interviews, and strategic pursuits within the aviation market.\nCollaborate with aviation and infrastructure leaders to expand STV's project controls services and client relationships.\nSupport implementation of digital project delivery tools and advanced reporting platforms.\nRequired Qualifications\nBachelor's degree in Engineering, Construction Management, Project Management, Architecture, Finance, Business Administration, or a related field.\n15+ years of progressive project controls experience supporting large capital programs.\n8+ years of experience managing project controls teams on aviation, transportation, or major infrastructure projects.\nDemonstrated experience supporting complex aviation projects including:Airport terminal expansions\nAirfield and runway improvement programs\nBaggage handling systems\nLandside transportation facilities\nAirline support facilities\nAirport modernization programs\n\nExtensive knowledge of:Cost Engineering\nCPM Scheduling\nRisk Management\nChange Management\nForecasting\nEarned Value Management (EVM)\nProgram Controls Governance\nPerformance Reporting\n\nAdvanced proficiency with Primavera P6 and Microsoft Office Suite.\nStrong leadership, communication, presentation, and client-facing skills.\nProven ability to manage multiple concurrent projects and priorities.\nPreferred Qualifications\nExperience supporting aviation capital programs exceeding $500M.\nExperience working directly with major airport authorities, airlines, and aviation stakeholders.\nProfessional certifications such as:Project Management Professional (PMP)\nCertified Cost Professional (CCP)\nPlanning & Scheduling Professional (PSP)\nCertified Construction Manager (CCM)\nPMI-RMP\n\nExperience with Primavera Risk Analysis, Acumen Fuse, Unifier, e-Builder, Kahua, Procore, Power BI, or similar project management platforms.\nMaster's degree in Engineering, Construction Management, Business Administration, or related discipline.\nExperience with alternative delivery methods, including Design-Build, CM/GC, Progressive Design-Build, and Program Management contracts.\nCompensation
