Overview

The Quality Manager is responsible for project-level planning, implementation, independent verification, and reporting of the Mission Critical (MC) Quality Program in accordance with current Quality Program standards, contractual requirements, approved project documents, applicable codes, and client expectations.

Responsibilities

Quality Planning and Implementation

  • Develop and maintain the project-specific Quality Plan, inspection and testing controls, responsibility assignments, reporting requirements, and supporting execution tools in accordance with current QA Program standards and client requirements
  • Translate contract documents, approved submittals, design requirements, applicable codes, and manufacturer requirements into clear project quality expectations, and verify that Suffolk personnel, trade partners, vendors, consultants, and testing agencies understand their responsibilities
  • Integrate quality activities, inspections, testing, benchmarks, and verification requirements with procurement, construction sequencing, commissioning readiness, and the project master schedule
  • Identify and escalate quality scope gaps, resource constraints, recurring deficiencies, systemic quality trends, technical concerns, and other conditions that may affect project performance or turnover

Inspection, Verification, Nonconformance

  • Coordinate and verify applicable preparatory activities, benchmarks, mockups, first-work inspections, in-process inspections, testing, and completion verification
  • Review materials, equipment, installations, test reports, and supporting documentation for conformance with approved requirements
  • Coordinate third-party testing and special inspection activities and evaluate resulting reports for completeness, compliance, and required corrective action
  • Manage quality issues and nonconformances through clear assignment, containment, root-cause evaluation, corrective action, reinspection or retesting, documentation, and closure
  • Verify that inspection, measurement, and test equipment is appropriately controlled and calibrated in accordance with applicable requirements

Documentation, Readiness, and Turnover

  • Implement Quality Program documentation and artifact-control requirements and maintain complete, accurate, traceable, and audit-ready quality records within designated systems and repositories; support Quality Program audits, including ISO 9001 internal audit activities, as assigned
  • Provide objective quality-readiness status supporting construction progression, commissioning activities, energization planning, turnover, and closeout
  • Partner with Commissioning leadership to align installation verification, deficiency resolution, and system completion with commissioning readiness without assuming commissioning testing or functional-performance authority
  • Coordinate quality documentation, inspection records, test reports, certifications, nonconformance closure, punch completion, and other required turnover deliverables
  • Provide clear and timely reporting of quality status, trends, unresolved risks, disputed conditions, and residual exposure to project and Quality Program leadership

Stakeholder and Team Leadership

  • Serve as the primary project quality interface with project leadership, design professionals, client representatives, trade partners, vendors, consultants, testing agencies, and authorities having jurisdiction; lead quality coordination, inspection-planning, nonconformance, and closeout meetings as assigned
  • Direct the day-to-day activities of assigned Suffolk quality personnel and coordinate consultants, inspectors, testing agencies, and other third-party quality resources supporting the project
  • Coach and mentor Project Engineers, Field Engineers, Assistant Quality Managers, trade personnel, and other project team members in applicable quality processes and expectations
  • Preserve the independence and integrity of quality verification while maintaining collaborative working relationships with project Operations; provide lessons learned, performance feedback, trend information, and field-based improvement recommendations to the Quality Program Manager

Qualifications

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Quality Management, or a related technical discipline, or an equivalent combination of industry, trade, military, and technical experience
  • Minimum five years of progressively responsible construction quality, inspection, testing, MEP construction, or comparable Mission Critical experience, including demonstrated leadership of project quality activities
  • Strong technical competence in at least one construction discipline, with working knowledge of the interfaces among Mission Critical architectural, structural, civil, electrical, mechanical, and controls systems
  • Experience reviewing drawings, specifications, submittals, inspection and test plans, test reports, manufacturer requirements, and technical documentation; familiarity with applicable industry standards and codes (IBC, NEC, NFPA, ASHRAE)
  • Demonstrated experience managing inspections, testing, deficiencies, nonconformances, corrective actions, root-cause evaluation, and project closeout
  • OSHA 30 certification, or ability to obtain within 90 days, and working knowledge of applicable construction-safety and hazardous-energy-control requirements
  • Strong communication, organization, leadership, documentation, conflict-resolution, and problem-solving skills; ability to evaluate objective evidence and communicate unfavorable findings when necessary
  • Ability to work extended or off-shift hours when required and to deploy to project locations for extended durations

Preferred Qualifications

  • Hyperscale data center or similarly complex Mission Critical construction experience
  • Relevant quality, inspection, testing, engineering, or project-management certification (ASQ CQE, CMQ/OE, CQI, CQM-C, ICC, AWS CWI, NICET, PMP, EIT, PE, or equivalent)
  • Experience with ISO 9001-based quality-management systems, internal audits, structured root-cause analysis, and coordination of special inspections, third-party testing agencies, and supplier quality
  • Familiarity with NETA testing, electrical acceptance documentation, and building information modeling (BIM) used in MEP systems coordination

Working Conditions

While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. The employee is frequently required to stand; walk; and reach with arms and/or hands. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus. The employee will spend their time in an office environment with a quiet to moderate noise level. Job site walking.
