Job Description:

The Risk Manager II ( Credit Card Collections Strategy Manager) manages the creation, implementation and validation of various risk segmentation strategies including, but not limited to: adjudication, exposure management, risk segmentation, and financial return optimization. The Risk Manager II ( Credit CardCollections Strategy Manager) provides critical information, interpretative, and detailed analysis, and deploys critical credit risk rational strategies that ensures the decisions are made within the TD risk appetite and adhere to all governmental requirements and guidelines. The Risk Manager II ( Credit Cards Collections Strategy Manager) investigates, creates, implements and validates various risk segmentation strategies and policies using complex data including cohort time series analysis of PCL, Marketing Investments, Decision Expense, Risk Adjusted Revenue, Risk Adjusted Margin, NPV, ROE, etc. with the limited guidance from the manager.

We are seeking a highly analytical and strategic Credit Card Collections Strategy Manager to drive performance optimization across the collections lifecycle. This role will leverage advanced data analytics and segmentation techniques to design, test, and optimize collections strategies that improve customer outcomes while ensuring compliance with regulatory standards.The ideal candidate brings deep experience in credit card collections, strong analytical capabilities, and a knowledge-seeking, hypothesis-driven mindset to continuously refine strategies

Day to day:

  • Develop and execute collections strategies across delinquency stages (early- to late-stage), with focus on improving cure rates, roll rates, and customer engagement
  • Leverage data analytics and segmentation to design targeted treatment strategies (SMS, digital, call, legal routing)
  • Drive test-and-learn frameworks, including control/treatment design, performance measurement, and statistical validation
  • Identify customer segments using behavioral, risk, and engagement data to optimize outreach and recovery strategies
  • Partner with cross-functional teams (Legal, Compliance, Operations, Digital Vendors) to implement compliant and scalable strategies
  • Monitor key performance metrics (e.g., RPC%, PTP%, liquidation curves, roll rates) and deliver insights to leadership
  • Ensure all strategies adhere to regulatory and compliance standards (e.g., TCPA, FDCPA, CFPB guidance)
  • Support digital transformation initiatives, including automation and vendor integrations

Depth & Scope:

  • Performs functions noted for Risk Manager I
  • Generally an expert at the enterprise or group business level
  • Acts as the primary regulatory interface on risk issues and requirements for a key business segment of the Bank and assesses and provides direction for existing and new regulations
  • Interfaces with teams beyond risk in a cross-functional manner
  • Represents business on corporate initiatives and identifies key risks and implications and provides direction in complex situations

Education & Experience:

  • Bachelor's degree required; Graduate degree preferred or progressive work experience in addition to experience below
  • 10+ years' experience required
  • Proficient PC skills in MS Office and a variety of PC-based analytical and reporting software packages
  • Experience with the use of Relational Databases and the process of Extract Transform Load (ETL) using common languages such as SQL or SAS
  • Working knowledge of SAS Enterprise Miner, FICO Model Builder or Angoss Knowledge Seeker
  • Strong analytical and problem solving skills are required to interpret data and draw conclusions
  • Flexibility to adapt to rapidly changing requirements
  • Extremely strong attention to detail with ability to manage a range of tasks and prioritize
  • Proven ability to develop and maintain productive business/peer relationships
  • Superb written and verbal communication skills
  • Experienced in developing and presenting recommendations to Senior Management

Preferred Qualifications

  • Bachelor’s degree in STEM (e.g., Statistics, Mathematics, Engineering, Computer Science, Economics)
  • Proven experience in credit card collections (required)
  • Experience with collections lifecycle strategy across multiple products or portfolios
  • Familiarity with digital outreach channels (SMS, email, AI-driven engagement)
  • Exposure to regulatory frameworks impacting collections (TCPA, FDCPA, CFPB)
  • Strong expertise in data analytics, segmentation, and strategy optimization
  • Demonstrated ability to apply a knowledge-seeking, hypothesis-driven approach to problem solving
  • Experience designing and evaluating test-and-learn experiments
  • Strong proficiency in analytical tools (e.g., SQL, Excel, Python, or equivalent)
