This individual leads customer and competitive intelligence development, capture planning, win strategy, teaming, solution integration, and capture readiness activities across Technical Assent's target federal markets.\nThe position operates across multiple federal agencies, with particular emphasis on the Department of Veterans Affairs (VA), Department of Defense (DoD), and Department of Homeland Security (DHS). Deep experience in either VA or DoD is preferred, but candidates must demonstrate the ability to apply their capture expertise across agency boundaries.\nThe Capture Manager works closely with the Executive Team, Business Development Manager, Service Delivery leaders, and the proposal team.\nThis is a dedicated capture position, not a general networking, business development, or proposal production role. We seek a professional who demonstrates how their work improves competitive positioning and the probability of winning.\nPrimary Responsibilities\nCapture Strategy and Execution\nLead assigned pursuits from late-stage qualification through proposal submission and award decision.\nDevelop and execute evidence-based capture plans that establish customer needs, competitive positioning, win themes, teaming requirements, solution strategy, pricing considerations, and milestones.\nIdentify material gaps in Technical Assent's competitive position and implement actions to address them.\nLead capture readiness reviews and recommend whether opportunities should advance, change strategy, or be discontinued.\nDirect capture activities across multidisciplinary teams and maintain accountability for progress, risks, and decisions.\nLead the transition from capture to proposal development, ensuring proposal teams understand the customer, competitive strategy, differentiators, and required evidence.\nCustomer and Competitive Intelligence\nIdentify relevant government stakeholders, mission requirements, operational challenges, acquisition priorities, and customer decision criteria.\nDevelop and execute appropriate customer intelligence and engagement plans in collaboration with account sponsors and delivery leaders.\nParticipate directly in authorized customer interactions to validate material assumptions.\nEvaluate incumbent contractors, likely competitors, teaming arrangements, and acquisition patterns.\nMaintain traceable evidence supporting customer and competitive assessments.\nDistinguish verified intelligence from assumptions, third-party information, and speculation.\nTranslate intelligence into actionable competitive strategies and differentiated solutions.\nSolution and Teaming Strategy\nCollaborate with delivery leaders to develop credible technical and operational solutions aligned with customer needs.\nIdentify past-performance strengths, solution gaps, and differentiators.\nEstablish partner requirements and direct pursuit-specific teaming analysis.\nCoordinate with the President on staffing feasibility, labor strategy, and price-to-win considerations.\nEnsure teaming and solution decisions strengthen the company's competitive position.\nCapture Operations and Continuous Improvement\nMaintain capture plans, intelligence registers, milestones, and decisions in Technical Assent's growth management systems.\nDirect assigned capture support activities performed by the Business Development Manager.\nApply AI-enabled tools to accelerate research, competitive analysis, and capture planning while validating material conclusions.\nImprove reusable capture methods, templates, analytical tools, and workflows.\nConduct win/loss reviews and incorporate lessons learned into future pursuits.\nAI Proficiency and Professional Judgment\nTechnical Assent operates in an AI-enabled business environment. Every employee remains personally accountable for the accuracy, reasoning, originality, and business value of their work, regardless of the tools used to produce it.\nWe expect the Capture Manager to:\nUse AI to accelerate research and analysis while independently validating material facts and conclusions.\nDistinguish authoritative evidence from assumptions, inference, and unsupported AI-generated claims.\nApply professional judgment to interpret information, challenge assumptions, and develop defensible recommendations.\nProduce concise, actionable work products that demonstrate genuine understanding of the customer, competitive environment, and business decision.\nImprove workflows through appropriate automation without compromising quality, confidentiality, or accountability.\nExplain and defend their analysis, recommendations, and decisions without relying on AI-generated narratives.\nWe measure the value of the thinking, not the volume of the output.\nMinimum Qualifications\nBachelor's degree or equivalent relevant professional experience.\nSeven or more years of federal business development and capture experience, including at least four years of direct capture leadership.\nSignificant capture experience with VA or DoD and demonstrated individual contributions to successful competitive federal contract pursuits.\nExperience developing and executing capture plans, competitive assessments, win strategies, teaming strategies, and capture-to-proposal transitions.\nExperience in federal management consulting, service design, customer experience, organizational transformation, business process improvement, modernization, change management, or program management.\nStrong understanding of federal professional services acquisitions, contracting processes, and small-business competitive environments.\nDemonstrated ability to develop and validate customer intelligence through appropriate direct engagement and authoritative research.\nAbility to manage pursuits across multiple federal agencies.\nDemonstrated practical proficiency using AI-assisted research, analysis, and workflow tools, coupled with strong independent analytical judgment.\nExcellent communication, facilitation, and executive presentation skills.\nPreferred Qualifications\nExperience capturing opportunities as a small-business prime contractor.\nFamiliarity with GSA MAS, OASIS+, and other federal acquisition vehicles.\nAPMP certification or comparable formal capture training.\nExperience developing repeatable AI-enabled capture workflows.\nTHE COMPANY \nTechnical Assent is passionate about services -in government, business, and not-for-profit.
