The organization serves a large membership base (200,000+ individuals) across hundreds of partner institutions, making this one of the largest technology modernization efforts of its kind in the state.\nThe initiative centers on building a modern, Azure-hosted administration system that integrates with existing member- and employer-facing portals. The technology stack includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management/process automation platform (currently in evaluation).\nCurrent program state:\nLegacy systems have completed migration from on-premises hosting to Azure (as of May 2024)\nThe member-facing portal was modernized in July 2025\nIT resources are supporting legacy systems while simultaneously building the modernized replacement\nA project charter and SDLC are established and in active practice\nThe environment and foundation for modern applications is nearing completion\nProgram goals: full retirement of legacy platforms, reduced manual work and errors, faster turnaround times, improved document workflows, stronger security posture, greater system resilience, and lower long-term maintenance costs.\nWhat You'll Do\nPerform all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for client staff to review\nDevelop, enhance, and maintain application components that meet functional and technical requirements\nDevelop APIs, system interfaces, and automation workflows\nDevelop clear, actionable user stories and help maintain a prioritized backlog\nTranslate technical specifications into maintainable, production-ready software\nCollaborate closely with technical staff, business analysts, testers, and project managers\nManage multiple development tasks and meet established timelines\nCommunicate complex technical concepts clearly to both technical and non-technical audiences\nWhat We're Looking For\nRequired Technical Skills\nC# .NET\nWeb API\nAngular 16+\nSQL\nAzure DevOps\nGit\nAdditional Knowledge & Experience\nModern application development frameworks, programming languages, and secure coding practices\nSoftware development lifecycle (SDLC) methodologies, including Agile\nBusiness process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition\nFamiliarity with legacy system architecture, dependencies, technologies, and integration points\nAbility to deliver high-quality work with minimal defects\nAdditional Notes\nThis is a government contract role;
