Candidates without relevant agency experience will not be considered for this position.\nServes as the senior accountable leader for contract performance, customer engagement, governance, strategic planning, staffing, and delivery oversight. Leads enterprise application and digital services supporting simultaneous Development, Modernization, and Enhancement (DME) and Operations & Maintenance (O&M) across multiple technology platforms and Department business units.\nKey Responsibilities\nProvide overall leadership, direction, and accountability for program execution, cost, schedule, quality, risk, and customer satisfaction.\nEstablish and operate an enterprise governance model that aligns DME, O&M, platform operations, emerging technology, and bureau priorities.\nLead executive communications, stakeholder engagement, program reviews, decision forums, escalation management, and performance reporting.\nOversee application portfolio visibility, demand intake, prioritization, resource planning, capacity management, and delivery roadmaps.\nDirect phased bureau onboarding and transition activities, including on-ramp procedures, service acceptance, knowledge transfer, and operational readiness.\nManage multidisciplinary teams and subcontractors supporting ServiceNow, Salesforce, Microsoft platforms, Drupal, SharePoint, data/BI, cloud, and related services.\nDefine and monitor service-level, delivery, quality, value, workforce, and customer-experience metrics.\nSupport pricing, performance incentive, vendor consolidation, and continuous-improvement strategies.\n Key Technology, Computer Science, Engineering, Business Administration, or a related field.\nExperience managing Department of Commerce OCIO programs is REQUIRED\nMinimum 15 years of progressively responsible federal IT program or delivery management experience.\nMinimum 10 years leading enterprise application development, modernization, digital services, and/or operations programs.\nMinimum 5 years managing multidisciplinary teams in cloud, SaaS, PaaS, enterprise application, or shared-services environments.\nDemonstrated experience managing concurrent workstreams, fluctuating priorities, staffing changes, subcontractors, and senior Government stakeholders.\nRequired Certifications\nProject Management Professional (PMP).\nPreferred Qualifications and Certifications\nMaster's degree in Business Administration, Information Systems, Engineering, or a related discipline.\nITIL 4 Managing Professional, SAFe Program Consultant, Certified Scrum Professional, or comparable agile/service-management certification.\nExperience supporting the Department of Commerce, another Cabinet-level department, or an enterprise federal shared-services organization.\n All your
