You will partner with clinical, operational, and community stakeholders to enhance access to care, care coordination, transition planning, community-based services, and member outcomes. Serving as a behavioral health subject matter expert, you will provide guidance on complex member needs, behavioral health service delivery, provider network effectiveness, and integration of behavioral and physical health services. You will also help identify service gaps, address barriers to care, support quality improvement initiatives, and ensure compliance with program goals, contractual requirements, and performance objectives.\nThe Illinois Tailored Care Management Program helps individuals with complex health and social needs transition from nursing facilities and Specialized Mental Health Rehabilitation Facilities (SMHRFs) to community-based living. Through person-centered care management and coordinated support services, the program empowers members to live more independently and thrive in their communities.\nWhat You'll Do:\nCollaborates and/or manages projects with team members and other health care professionals to develop, implement and complete quality improvement and special project or corrective action initiatives\nThis may include technical writing and coordinating/developing materials to fund, promote and support the initiatives\nServes as liaison with internal and external customers to ensure projects, plans and/or products are completed satisfactorily\nOversees network of specialized support services that provide targeted expertise and essential services for effective transitions into community settings\nServes as a representative of the Company at external client meetings\nPromotes company expertise and QI solutions to prospective clients\nPartners with team members and internal/external customers as necessary, to determine and evaluate methods to encourage participation in the quality improvement and/or special project initiatives\nMaintains positive relationships with internal and external clients to ensure continued participation\nMonitors project expenses to ensure alignment with budget\nPerforms miscellaneous duties as assigned\nRequired Skills and Experience:\nBachelor’s degree in behavioral health, social work, psychology, counseling, nursing, healthcare administration, public health, or a related field\nCurrent Illinois clinical license (e.g., LCSW, LCPC, RN, Psychologist, or similar)\n5+ years of experience in behavioral health, care management, social services, population health, or a related field\nLeadership experience managing behavioral health programs, clinical initiatives, teams, or cross-functional projects\nAbility to travel up to 50% locally and overnight\nPreferred Skills and Experience:\nMaster’s degree in behavioral health, healthcare, or related discipline\nCertified Case Manager (CCM), Certified Professional in Healthcare Quality (CPHQ), or comparable healthcare quality/behavioral health certification\nExperience supporting individuals with serious mental illness (SMI), substance use disorders (SUD), or other complex behavioral health needs\nExperience with Medicaid, managed care, behavioral health programs, care management, or transitions of care\nExperience supporting transitions from institutional or higher-acuity settings to community-based services\nExperience with quality improvement, performance metrics, utilization management, or contractual performance requirements\nKnowledge of behavioral health regulatory requirements, clinical risk identification, and escalation processes\nBilingual English/Spanish skills are a plus","description_format":"text","description_chars":3769,"description_truncated":false,"requirements":{"experience_years_min":5,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":{"level":"bachelor","optional":false},"security_clearance":false,"languages":[{"language":"Spanish","level":"Proficiency (C2)","optional":true},{"language":"English","level":"Proficiency (C2)","optional":true}]},"benefits":[],"hiring_locations":[{"name":"United States","iso":"US","kind":"country"}],"hiring_excludes":[],"relocation_offered":false,"industries":["Care Coordination & Population Health","Healthcare & Life Sciences Consulting"],"lifecycle":[{"event":"open","at":"2026-10-02T22:56:28Z"}],"visa":[],"liveness":{"score":86,"band":"hot","label":"Hiring now","p_open":1,"p_active":0.86,"p_room":1,"age_days":0,"expected_fill_days":41,"reasons":["conf:6","win:early"],"computed_at":"2026-10-03T05:45:00Z"},"pay":{"stated_usd_annual":115000,"is_top_pay":false},"html_url":"https://alion.io/job/telligen-behavioral-health-program-manager","json_url":"https://alion.io/job/telligen-behavioral-health-program-manager.json","meta":{"generated_at":"2026-10-04T03:13:44Z","cache_seconds":300,"methodology":"https://alion.io/methodology","terms":"https://alion.io/terms","contact":"https://alion.io/contact","api":"https://alion.io/developers","usage":{"tier":"crawler","counted_by":"address","units_charged":1,"used_today":4883,"day_limit":5000,"remaining_today":117,"minute_limit":60,"resets_at":"2026-10-05T00:00:00Z"}}}
