This will be\ndiscussed and agreed in advance.\nStart Date: 11th January 2027\nContract Duration: 12 Months, with further Extension, can go up to 3\nyears\nClient\nOverview:\nThe\nIT Data Office forms part of the CIO Division within the Client It is a\nrelatively new section established in Feb 2024. A key element of the IT Data\nOffice mandate is to support the Department’s strategic and day to day data\nneeds in line with the implementation of the Department’s published Data\nStrategy 2024-2027. The IT Data Office is led by IT Head of Data (Principal\nOfficer) supported by a mixed team of internal staff and contractors. The\nprimary strands of business data needs emerge from the following channels:\n· Business\nSections within the Department: Ranging from operational areas (such as inspectorate, payroll and\npensions) to policy development (supporting sections implementing education\nplanning and reform agendas e.g. teacher supply, special education, school\ntransport).\n· Education\nShared Service Data & Reporting: Ensuring the smooth running of the centralized\nEducation and Training Board (ETB) data platform, meeting the ongoing needs of\n16 ETBs’ HR/payroll reporting and extension of the shared service reporting to\nagreed Higher Education Institutes in line with broader Shared Services Plan.\n· Project\nManagement Office: Where\nprojects may require specific data competency support (these include digital\ntransformation and modernisation projects in areas around collection of data\nfrom schools and reducing overall admin burden on schools, parents and\nteachers).\n·Data\nStrategy Implementation Program: Specific program of work to progress the goals and action items as set\nout in the Data Strategy.\nRole\nOverview:\nThe department is\nseeking Data Specialist (Intermediate) to lead on, and be responsible for,\nidentifying and remedying technical knowledge gaps associated with our data\nplatforms in particular where there are dependencies, risks and/or loss of\ncritical technical knowledge within the IT Data Office.\nThe purpose of this\nrole is to strengthen the IT Data Office resilience and continuity of\nbusiness-critical data services by ensuring that essential technical and\noperational knowledge is identified, captured and maintained effectively for\nthe broader IT Data Office to leverage. The initial focus will be on the data\nservices in place on Oracle Business Intelligence Enterprise Edition (OBIEE)\nplatform however this intention is that scope of role will also extend to the\ntwo other Microsoft based platforms. This is a technical role, and it\nrequires the ability to carry out items such as code reviews and tracing\ntechnical data lineage via complex data ingestions/ETLs.\nThe following non exhaustive list\nsets out key role and responsibilities for the resource:\n·Establishing\nand maintaining comprehensive documentation of Oracle Data Integrator\n(ODI)processes supporting the Oracle Data Warehouse\n·Document\nkey source-to-target data flows, including source systems, target tables,\ntransformations, dependencies and processing logic for OBIEE platform but also\nextending to other platform ingestions.\n·Capture\nscheduling and orchestration information, including frequency, sequencing,\ndependencies, triggers and upstream/downstream processes\n·Garnering\ntechnical knowledge from subject matter experts, experienced staff and\ncontractors and establishing how critical processes are implemented\n·Establish\nand maintain run books and operational procedures for business-critical ODI\nprocesses to support BAU operational and incident resolution.\n·Leading\nstructured technical knowledge-transfer activities and walkthroughs\nfacilitating knowledge transfer into the Departments IT Data Office team by\nallowing shadowing and/or holding walk through sessions as part of quarterly\nteam meetings.\n·Producing\nvideos where these provide an effective means of transferring complex technical\nknowledge\nThe resource will need\nto be able to take ownership of assigned responsibilities, demonstrate strong\ninitiative, self-motivation and take a proactive approach to technical problem\nsolving and troubleshooting.\nRequirements\nMandatory\nRequirements (Pass / Fail):Candidates MUSTmeet ALLof the following: \nExperience:\nIt is a mandatory\nrequirement, that the proposed Data Specialist (Intermediate) has the\nequivalent experience >4-6 years’ experience as a Data Specialist\nAvailability:\nMust be available to start from 11th January\n2027.\nQualifications:\nIt\nis a mandatory requirement, that the Resource proposed has the equivalent of\nSenior i.e. >4-6 years’ experience as a Data Specialist including experience\nin the following:\n·Oracle\nBusiness Intelligence Enterprise Edition (OBIEE)\n·Advanced\nPL/SQL\n·Python\nEnglish\nLanguage Proficiency (fluent):\n·Native\nEnglish speaker OR\n·CEFR C2\nProficiency/Mastery (or equivalent)\n·If\nthere is no certificate, fluency will be assessed at presentation stage\nKey\nDeliverables:\nThe following\nnon-exhaustive list of Key Deliverables are applicable to this Role.\n·Technical\nKnowledge Gap Analysis\n·Business\nCritical Technical Process Runbooks\n·Step-by-Step\nTechnical Operational Guides\n·System\nand Process Maps\n·Walkthrough\nand Training Videos\n·Team\nWiki Content/ Knowledge Base\n·Technical\nOperational Recovery Procedures\n·Incident\nReports\nKey\nExperience/Competencies/Skillsets: \nThe following\nExperience/Competencies/Skillsets are applicable to this Role for the proposed\nResource must clearly and comprehensively demonstrate the resources\nexperience in the four areas set out below.\nTenderers must\ninclude examples for each and include visuals as appropriate.\nTOTAL\n650 MARKS\n1.
