In addition to our fixed locations, we have Survey Coordinators and\nInterviewers working remotely and Tourist Enumerators working in Dublin\nAirport. The technology directorate is divided across four domains, including\nTechnology Infrastructure, Applications, Census Technology, and Digital\nArchitecture and Cyber Security\nRole\nOverview:\nThe client is\nseeking an experienced ICT Programme manager on a part-time basis over three\nmonths to help transition a specific project “Digital Data Collection for Enterprise”\n(DDCE) from initiation and planning phase into implementation phase. The\ninitial engagement is expected to be on a part-time basis over 3 months (with\npotential for 1 extension period of up to 3 months).\nThe objective is\nover 3 months to align stakeholders on objectives, agree mobilisation plan,\nagree programme roadmap and workstreams, scope project budget (and align on\nfunding mechanism if required), recommend on project governance (in line with\nCensus PMO best practices) and determine resource planning for next phase.\nExtensions beyond that would focus on delivery of the programme to agreed key\nmilestones and support development of PMO.\nThe initial\nengagement is expected to focus on Digital Data Collection for Enterprise\nStatistics programme. The Digital Data Collection for Enterprise Statistics\n(DDCE) programme seeks to create a world-class, seamless, end-to-end approach\nto the collection, processing and delivery of enterprise-based multi-source\ndata within the CLIENT. This system should be underpinned by a metadata\nmanagement system, whereby the source of data is less important than its\ncharacteristics/use and a single view of data is maintained throughout the\nprocess. The programme will incorporate all processes from sample frame to\nclean file with a particular focus on enhancing the respondent experience,\nmanaging response burden, improving data quality and efficiency by using common\ntools and methodologies.\nDesired outputs in\nthe first three months are:\n-Objectives: agreed objectives and deliverables across\nthe DDCE stakeholder group, with a documented mobilisation plan and decision\nlog\n-Programme\nroadmap and workstreams: a\nphased roadmap from initiation through to implementation, with workstreams\nscoped and sequenced, and clear interdependencies mapped and flagged early\n-Budget\nand funding scoping: a\ncosted view of the project budget with funding mechanism options and clearly\ndefined budget oversight\n-Governance\nrecommendation: a\ngovernance model built on Census PMO best practice, but shaped specifically for\nDDCE's structure,\n-Resource\nplan for the next phase: a\nrealistic resourcing model plan for delivery\n-Risk\nManagement Plan: detailing\nhow risks will be assessed, controlled, monitored and mitigated for\nThe deliverables\nfor this engagement are Programme Roadmap, Governance Model, Funding View,\nResource Plan, Risk Management Plan\nAdditional days\nmay also be used, as required, to support the rollout of best practice project\nmanagement methodologies from Census across the wider organisation, and to\ncontribute to the development of portfolio management practices for the\norganisation where required\nMandatory Requirements (Pass / Fail):Candidates MUSTmeet ALLof the\nfollowing: \nExperience:\n·It is a mandatory requirement, that the\nResource proposed has the equivalent of > 7 years’ experience\nAvailability:\n·Must be available to start from 2nd\nNovember 2026.\nQualifications:\n·It is a mandatory requirement, that the\nResource proposed hold the following qualifications or equivalents:\noProject\nManagement qualification\nEnglish\nLanguage Proficiency (MANDATORY):\n·Native\nEnglish speaker OR\n·CEFR\nC2 Proficiency/Mastery (or equivalent)\n·If\nthere is no certificate, fluency will be assessed at presentation stage\nEngagement:\n· Part-time commitment: 0.4 FTE (roughly 40% of a full-time role)\n·Contract duration: 3\nmonths\n·Total workdays: 21\ndays across the contract\n·On-site requirement: 5\nof those 21 days must be worked on-site during the 3-month period\n·Remaining days: 16\ndays can presumably be worked remotely, subject to the contract terms.\nRequirements\nKey\nDeliverables:\nThe\nfollowing non-exhaustive list of Key Deliverables are applicable to this Role\nwithin the initial 3 months.
