It is an independent Office within\nthe Civil Service under the aegis of the Taoiseach and is responsible for the\nproduction, coordination and qualitative oversight of Official Statistics for\nIreland. With a current staffing complement of over 1,300 staff. The client\nalso has a large field force (comprised of both permanent and temporary staff)\ndeployed throughout the country to conduct the continuous household surveys and\npassenger inquiries at airports and seaports.\nThe client’s\nwork programme has evolved and expanded significantly in recent years,\nresulting in increased demands on organisational capacity, project delivery\ncapability and workforce resources. To support the effective management and\ndelivery of this growing and increasingly complex portfolio of work, the\norganisation wishes to engage the services of an ICT Project Manager.\nOne large\ndivision within the organisation (Census) has an established project management\nstructure that has been successfully implemented and is operating effectively.\nThe organisation intends to leverage this existing structure, experience and\nproven practices as the foundation for organisation wide project delivery as\napplicable, with appropriate modifications based on business need.\nRole\nOverview\nThe client\nis seeking an experienced ICT Project Manager on a part-time basis over three\nmonths to help transition a specific project “Digital Data Collection for\nEnterprise” (DDCE) from initiation and planning phase into implementation\nphase. The initial engagement is expected to be on a part-time basis over 3\nmonths (with potential for 1 extension periods of up to 3-months).\nThe\nobjective is over 3 months to align stakeholders on objectives, agree\nmobilisation plan, agree programme roadmap and workstreams, scope project\nbudget (and align on funding mechanism if required), recommend on project\ngovernance (in line with Census PMO best practices) and determine resource\nplanning for next phase. Extensions beyond that would focus on delivery of the\nprogramme to agreed key milestones and supporting development of PMO.\nThe Client\nenvisages that these part-time resources will have the following maximum time\nallocation for the duration of this 3-month contract.\nThe initial\nengagement is expected to focus on Digital Data Collection for Enterprise\nStatistics programme. The Digital Data Collection for Enterprise Statistics\n(DDCE) programme seeks to create a world-class, seamless, end-to-end approach\nto the collection, processing and delivery of enterprise-based multi-source\ndata within the client This system should be underpinned by a metadata\nmanagement system, whereby the source of data is less important than its\ncharacteristics/use and a single view of data is maintained throughout the\nprocess. The programme will incorporate all processes from sample frame to\nclean file with a particular focus on enhancing the respondent experience,\nmanaging response burden, improving data quality and efficiency by using common\ntools and methodologies.\nDesired\noutputs in the first three months are:\n·Objectives: agreed\nobjectives and deliverables across the DDCE stakeholder group, with a\ndocumented mobilisation plan and decision log\n·Programme roadmap and workstreams: a phased roadmap from initiation through to\nimplementation, with workstreams scoped and sequenced, and clear\ninterdependencies mapped and flagged early\n·Budget and funding scoping: a costed view of the project budget with funding\nmechanism options and clearly defined budget oversight\n·Governance recommendation: a governance model built on Census PMO best practice,\nbut shaped specifically for DDCE's structure,\n·Resource plan for the next phase: a realistic resourcing model plan for delivery\n·Risk Management Plan: detailing how risks will be assessed, controlled,\nmonitored and mitigated for\nThe\ndeliverables for this engagement are Programme Roadmap, Governance Model,\nFunding View, Resource Plan, Risk Management Plan.\nAdditional\ndays may also be used, as required, to support the rollout of best practice\nproject management methodologies from Census across the wider organisation, and\nto contribute to the development of portfolio management practices for the\norganisation where required\nMandatory Requirements (Pass / Fail):Candidates MUSTmeet ALLof the following:\nExperience\n·It is a\nmandatory requirement, that the Resource proposed has the equivalent of >4\nyears’ experience.\nQualifications\n·It is a\nmandatory requirement, that the Resource proposed hold the following\nqualifications or equivalents:\noProject\nManagement qualification.\nAvailability\n·Must be\navailable to start from 30th October 2026.\nEnglish\nLanguage Proficiency (MANDATORY):\n·Native\nEnglish speaker OR\n·CEFR\nC2 Proficiency/Mastery (or equivalent)\n·If\nthere is no certificate, fluency will be assessed at presentation stage\nEngagement:\n· Part-time commitment: 0.6\nFTE (roughly 60% of a full-time role)\n·Contract duration: 3\nmonths\n·Total workdays: 30\ndays across the contract\n·On-site requirement: 5\nof those 30 days must be worked on-site during the 3-month period\n·Remaining days: 25\ndays can presumably be worked remotely, subject to the contract terms.\nRequirements\nKey\ndeliverables: The\nfollowing non-exhaustive list of Key Deliverables are applicable to this\nRoleThis role is expected support the Programme manager in the delivery of the\nkey objectives.
