About Disaster Assessment and Recovery (DAR)

The Disaster Assessment and Recovery (DAR) unit of Texas A&M AgriLife Extension Service plays a vital role in supporting communities across all 254 Texas counties as they prepare for, respond to, and recover from disasters. As an integral part of the Texas A&M System’s Keeping Texas Prepared initiative and the National Extension Disaster Education Network, DAR is at the forefront of disaster education and community resilience.

Working with DAR means being part of a collaborative and mission-driven team dedicated to empowering Texans through credible, research-based information and hands-on assistance. Our specialists lead damage assessments, coordinate emergency animal sheltering, provide critical resources, and deliver educational workshops on disaster preparedness and recovery, all while partnering directly with local, state, and national agencies during times of need.

Position Information

The Recovery Coordinator & SOC Liaison supports disaster preparedness and recovery efforts with Texas A&M AgriLife Extension Service’s Disaster Assessment and Recovery (DAR) unit. This position develops, evaluates, and delivers innovative programs and resources designed to strengthen community resilience and support disaster management across Texas. The Recovery Coordinator manages projects and learning environments for youth and adults, identifies and trains volunteers, and builds partnerships with industry and government agencies to advance organizational goals.

As a key liaison to the Texas Division of Emergency Management State Operations Center (SOC), the Recovery Coordinator represents AgriLife Extension during state-level emergency operations, maintains essential emergency support function (ESF) profiles and plans, and coordinates recovery planning with state and local partners. The position provides expertise in grant development, leads educational outreach, and supports effective reimbursement processes for disaster operations. Some overnight travel and deployment to the SOC are required. The successful candidate will have experience in disaster response and recovery, strong organizational and communication skills, and must live within 50 miles of Austin, Texas.

Essential Duties and Responsibilities:

  • Develops programs, services, products, and/or processes.

  • Manages projects and priorities.

  • Develops effective learning environments for adult and/or youth audiences.

  • Identifies, trains, and supports volunteers to enhance effective adult and/or youth education programs.

  • Provides expertise for disciplinary, multi-disciplinary, and/or interdisciplinary programming and projects of the agency.

  • Applies an understanding of principles and technologies in support of programs or services.

  • Evaluates programs and activities in relation to outcome plans and program

  • Delivers or facilitates delivery of educational activities.

  • Contributes to grant proposals and execution of grants.

  • Develops personal and organizational relationships with industry and other external groups to advance organizational goals.

  • Serves as the secondary liaison to the Texas Division of Emergency Management (TDEM) State Operations Center (SOC).

  • Serves as an Agency Representative for AgriLife Extension, as a member of the SOC during state level exercises and activations.

  • Maintains ESFs-4, 6, 8 and 11 contact status with partner agencies related to AgriLife Extension’s support function role. Serves as a contact for other ESFs partner agencies as requested.

  • Maintains the ESF annexes and plans Specific Tasks: Assists in the development and/or revision of State Plan and emergency management plans and annexes.

  • Coordinates with other state agencies in recovery planning and actions.

  • Provides support to AgriLife Extension educational outreach efforts in community preparedness and resiliency.

  • Completes, submits and tracks all state and federal reimbursement submissions for DRTX.

Required Qualifications:

  • Bachelor’s degree or equivalent combination of education and experience.

  • Four years of related experience.

  • Clear Understanding of AgriLife Extension Service programming at the County level.

  • Knowledge of word processing, database, presentation and spreadsheet applications.

  • Ability to multitask and work cooperatively with others.

  • Excellent written and verbal communication, analytical, interpersonal, and organizational skills.

Preferred Qualifications:

  • Master’s degree in applicable field.

  • Five or more years of related professional experience.

  • Experience serving as a County Extension Agent or a DAR Agent.

  • Experience serving as a County Extension County Coordinator.

  • Experience in disaster response and recovery.

  • Completion of IS-100(c), IS-200(c), ICS-300, ICS-400, NIMS-700 and NIMS-800.

Other Requirements:

  • Position will require some overnight travel and potential deployment to SOC during activation over weekends and holidays covering either the 7:00 am to 7:00 pm or the 7:00 pm to 7:00 am shifts. Deployments to the SOC may last several days or weeks.

  • Due to the quick activation of the SOC during state and national emergencies, the applicant must live within 50 miles of Austin, TX.

What You Need to Know

Position Funding: Salary for this position is competitive and commensurate with the selected candidate’s qualifications and experience, ranging from $45,000 to $65,000 .
