Love your job.\nTexas Instruments (TI) is looking for an experienced Facilities Control Engineer to join our team. As a Facilities Engineer at TI, you'll be directly responsible for building utility systems in support of a semiconductor wafer fab. TI Facilities operates over 150 different utility systems that include chemicals, gasses, variety of electrical systems, water systems, HVAC, waste, vacuum, and controls. These systems are designed to run 24 hours a day, 365 days a year without interruption, creating a state of the art manufacturing environment. Facilities works closely with TI's manufacturing team to understand how the utility systems impact the process as well as how to reduce consumption.\nJob Overview\nTexas Instruments is seeking an experienced DIW Water & Wastewater Engineer to join the Central Engineering Team. This role focuses entirely on higher-value engineering, cross-site standardization, systemic technical problem-solving, new technology evaluation & deployment, scalable continuous improvement, and regional strategy execution across TI Asia sites.\nThe engineer delivers advanced technical support and drives technical evolution for 24/7 running process water utility systems including DIW/UPW, reclaim/reuse, industrial wastewater (IWW) and STP systems. The role is centered on technical standardization, reliability roadmap execution, cross-site best practice replication, and new technology study & industrialization, fully aligned with FOF and Asia Strategy Solutions team’s long-term technical development objectives.\nKey Responsibilities\n1. Discipline Technical Depth & Cross-Site Standardization\nBuild strong technical depth within the water discipline and ensure consistent technology execution and standardized engineering standards across all sites.\nCentralize technical knowledge, failure analysis data, and lesson-learned databases to replace localized site practices with enterprise-level best practices.\nConduct regular system technical assessments, FMEA reliability analysis, and risk evaluation to develop long-term discipline reliability roadmaps and mitigate latent systemic risks.\nCollaborate closely with the Asia Strategy Solutions team to align local engineering activities with regional strategic priorities, utility system roadmap, technical innovation targets, and cross-site improvement initiatives.\nMentor junior engineers and technicians, elevate overall discipline technical competency, and support country-level engineering capability development.\nClarify role boundaries and technical handoffs between Central Engineering and site Operations teams for troubleshooting, escalation workflows, and improvement initiatives.\n2. Advanced Technical Support & Operational Excellence\nServe as the central technical subject matter expert (SME) for Provide high-level technical engineering support for full spectrum of water systems: UF, coagulation/flocculation, STP/IWW treatment, RO, degasification, Mixed Bed/EDI, UV polishing loops, chemical dosing, neutralization, and water reclaim/reuse processes.\nSupport advanced troubleshooting, root cause analysis, and technical resolution for complex system upsets, parameter excursions, and recurring process alarms, eliminating systemic issues instead of handling routine operational tasks.\nEstablish and manage system performance dashboards to track key operational metrics, drive continuous reliability improvement, and reduce recurring system deviations.\n3. New Technology Study, Evaluation & Industrial Application\nConduct industry benchmarking, technical research, and feasibility study for emerging water treatment, purification, and wastewater recycling new technologies.\nEvaluate new equipment, advanced treatment media, innovative chemical formulations, and optimized process philosophies for potential fab implementation.\nPerform technical comparison, cost-benefit analysis, risk assessment, and pilot study planning for new technology adoption.\nLead trial verification, process validation, technical qualification, and full-scale deployment of proven new technologies across TI water systems.\nDrive technical iteration, process innovation, and technical upgrade roadmap to enhance system efficiency, yield, water recovery rate, and long-term sustainability.\n4. Capital & Expense Project Leadership\nLead full-lifecycle delivery of capital and expense engineering projects including system performance optimization, technical upgrades, capacity expansion, membrane/resin replacement, water system efficiency enhancement, and new technology implementation projects.\nConduct system capacity assessment (CVD) against production ramp-up demand, provide technical recommendation for capacity upgrade and system scalability planning.\nDefine standardized project scopes, technical specifications, bid packages, and construction documents to achieve consistent project quality and replicable engineering solutions across multiple sites.\nOversee project design, procurement, construction supervision, commissioning, startup validation, and formal handover; strictly control project schedule, budget quality, risk management, and scope change control.\nDrive scalable and replicable engineering solutions that support the centralized CE operating model and benefit overall Asia site fleet performance.\nTrack project outcomes, summarize technical learnings, and deliver regular progress reports to Central Engineering and regional leadership teams.\n5. Automation, Data Optimization & Cross-Functional Partnership\nPartner with controls engineers to optimize PLC/SCADA monitoring logic, automated sequences, and system data dashboards for standardized performance tracking and data-driven improvement.\nMaintain strong collaborative partnership with site Operations, Maintenance, Manufacturing, and ESHS teams to support daily factory stability without owning routine system operational duties.\nProvide technical input for performance metric setup, data analysis, and trend monitoring to support proactive system optimization.\n6. ESHS & Systemic Improvement Focus\nEnsure all engineering designs, improvements, and project implementations fully comply with TI ESHS standards and code requirements.\nIdentify cross-site systemic gaps, recurring failure modes, and utility bottlenecks; execute structured improvement roadmaps to elevate fleet-level reliability and efficiency.\nMinimum Qualifications\nBachelor’s degree or above in Environmental Engineering, Chemical Engineering, Mechanical Engineering, or equivalent engineering discipline.\n5+ years hands-on engineering experience in semiconductor high-tech manufacturing, specializing in DIW/UPW, process water, industrial wastewater, and water reclaim utility systems.\nPreferred Qualifications\nProven experience leading capital/expense projects, technical standardization, reliability improvement, or new technology trial & deployment in semiconductor facility utilities.\nStrong working knowledge of full water lifecycle technologies: RO, ion exchange, Mixed Bed, EDI, degasification, UF filtration, UV sterilization, coagulation/flocculation, and STP wastewater treatment processes.\nSolid water chemistry foundation with deep understanding of chemical dosing control, pH neutralization tuning, and semiconductor ultra-high-purity water quality requirements.\nAdvanced practical experience in root cause analysis, FMEA, reliability engineering, and systemic cross-site problem solving.\nFamiliar with field instrumentation, process control logic, and PLC/SCADA automated water monitoring systems.\nExperience conducting technical benchmarking, new technology feasibility study, pilot testing, and mass deployment.\nPrior experience building technical standards, enterprise best practices, cross-site documentation, or regional improvement roadmaps.\nExperience working under centralized or country-level engineering organization structure is highly preferred.\nCore Competencies & Skills\nStrong analytical capability and systematic problem-solving skills to resolve complex, cross-site systemic technical challenges.\nProactive in technical innovation, new technology research, and engineering iteration to drive long-term facility technical competitiveness.\nClear mindset and working experience with centralized engineering values: standardization, scalability, cross-site collaboration, knowledge replication, and high-value strategic engineering.\nDemonstrated technical leadership, project management, roadmap execution, and organizational priority management skills.\nEffective verbal and written communication in English and Bahasa Malaysia.\nProficient in Microsoft Office and AutoCAD.\nSelf-starter, proactive, independent, and result-driven with strong technical ownership of engineering quality, innovation and standardization.\nExcellent safety leadership awareness, rigorous engineering discipline, and impeccable professional integrity.","description_format":"text","description_chars":8902,"description_truncated":false,"requirements":{"experience_years_min":5,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":{"level":"bachelor","optional":false},"security_clearance":false,"languages":[{"language":"English","level":"Upper-Intermediate
